Resource Management
  • Lead and manage the allocation of Commissioning Department personnel across all projects, in line with project programmes and business priorities.
  • Maintain the department resource plan, covering live projects, confirmed work and the tender pipeline.
  • Monitor future staffing requirements and identify skill shortages or capacity gaps early enough to address them through recruitment, contract labour or re-sequencing of work.
  • Support recruitment, onboarding, resource planning, training coordination and operational performance management of commissioning personnel. Technical competency assessment remains the responsibility of Head of Commissioning.
  • Maintain competency records and confirm that personnel hold valid qualifications, training, authorisations and site access before deployment.
  • Arrange the mobilisation and demobilisation of personnel, including travel, accommodation, vehicles and equipment.
Workforce Planning and Time Management
  • Plan and monitor employees’ working hours, rotas and shift patterns to make efficient use of available resource.
  • Manage holiday requests and absence records so that availability is accurately reflected in the resource plan.
  • Manage the weekly timesheet process for the department, ensuring timesheets are submitted by the agreed deadline.
  • Review and approve timesheets against the resource plan, site attendance records and the correct project and activity codes, resolving any discrepancies with the individual.
Time Utilisation Analysis and Reporting
  • Collect and analyse approved time data to measure the utilisation of commissioning personnel.
  • Monitor productive and non-productive hours, travel time and standby, and identify opportunities to improve resource utilisation.
  • Compare actual deployment against the resource plan to measure and improve forecast accuracy.
  • Produce regular management reports on resource utilisation, availability, deployment efficiency and workforce planning metrics.
  • Develop and maintain the tools and processes used for time recording and reporting, improving the quality and accuracy of data.
Subcontractor Management
  • Support Head of Commissioning to agree the scope, named personnel, programme and deliverables with specialist subcontractors before mobilisation, and include their resources in the department resource plan.
  • Monitor subcontractor progress against agreed programmes and milestones, escalating any slippage to the relevant Project Manager and Head of Commissioning.
  • Track submission status of subcontractor deliverables including test records, reports, RAMS and competency evidence. Review and acceptance remain the responsibility of qualified Commissioning Engineers and Project Management.
  • Review and approve subcontractor timesheets against site attendance records…
