Responsibilities

A Project HSE Governance and Assurance Manager required for a major Offshore Wind farm developer based in The UK. Responsibilities:
Lead the development, implementation and independent assurance of a lifecycle-based Project HSE Governance and Assurance framework across Offshore Wind and Battery Energy Storage System (BESS) portfolios. Ensure consistent, auditable and evidence-based management of QHSE risks across all project phases. Provide independent assurance and technical authority to confirm that project risks are identified, controlled and managed in a consistent, defensible and regulator-ready manner.

Support the delivery of Offshore Wind and BESS strategy by establishing and embedding a consistent Project QHSE Governance and Assurance framework across projects, joint ventures and special purpose vehicles. Drive alignment of QHSE governance with corporate objectives, ensuring lifecycle-based risk management from development through to operations and decommissioning. Promote a structured safe-by-design and prevention-through-design approach, ensuring QHSE risks are identified, assessed and mitigated at the earliest stages of project development.

Contribute to the development of a scalable, technology-agnostic QHSE framework aligned with ISO standards and international best practice. Establish proportionate HSE governance and assurance arrangements across investor, joint venture, special purpose vehicle and direct delivery project models. Oversee QHSE compliance across the full project lifecycle, including development, design, construction, commissioning, operations and decommissioning. Interpret and enforce QHSE legal clauses and technical requirements in key project documentation, including EPC, O&M, equipment supply, QAA, CQR, ESG and CDM provisions.

Ensure alignment with QHSE requirements, CDM regulations, ISO standards and other applicable management system standards. Serve as the designated point for high-severity incidents, regulatory breaches and project non-compliance issues. Act as the HSE Governance and Assurance Technical Authority for Offshore Wind and BESS projects, providing independent challenge, technical direction and governance oversight. Champion the integration of risk management principles across all project QHSE stages from concept to commissioning.

Review and validate Pre-Construction Information and Construction Phase Plans for completeness and regulatory conformity. Facilitate the development of design risk assessments and residual risk registers to support hazard identification and mitigation planning. Support delivery of QHSE studies, including HAZID, HAZOP and LCA studies, and maintain records of QHSE-critical design decisions. Develop and implement risk-based assurance plans, including audits, inspections and verification activities across onshore and offshore projects.

Oversee incident investigations and assurance findings, ensuring root causes are identified and corrective actions are implemented and tracked to closure. Drive continuous enhancement of the QHSE Management System by integrating regulatory changes, audit findings and project feedback. Lead independent assurance reviews to confirm the effectiveness of QHSE controls and compliance with internal standards and regulatory requirements. Establish and maintain a project lifecycle HSE assurance framework aligned to project stage gates.

Define HSE entry and exit criteria for stage-gate approvals and provide independent assurance recommendations to support investment and project decision-making. Review and challenge project readiness at key governance milestones, ensuring critical HSE risks, design risks and compliance obligations are adequately managed before progression to subsequent phases. Engage with internal and external stakeholders to ensure alignment on QHSE governance expectations, roles and responsibilities across projects.

Provide clear and consistent guidance and challenge to project teams, contractors and partners to ensure effective implementation of QHSE standards and CDM requirements. Develop and present assurance reports, dashboards and insights to senior leadership. Support interface management across joint venture partners, special purpose vehicles and the supply chain to ensure clarity in HSE accountability and governance arrangements. Define and maintain HSE governance interfaces, assurance responsibilities and reporting requirements between project stakeholders, contractors and…
