This is a full time contract, initially for 9 months with the possibility of extension or becoming permanent.
Role OverviewThis role is responsible for overseeing, managing and coordinating all outreach, engagement and partner activity within their region to support voluntary returns. The role focuses on increasing awareness of voluntary return options, engaging individuals and building relationships by engaging with communities in a sensitive and ethical manner, supporting partner organisations, overseeing local Homeland Connector Session delivery and ensuring high quality delivery of efficient and humane return related projects.
This role will also monitor performance and provide reports to the Outreach Manager, ensure compliance with programme requirements, and contribute to continuous improvement.
The role will require travel within the region and further afield, to work and build relationships with people from multiple cultures and backgrounds.
Key Responsibilities- Outreach & Engagement
- Develop and implement a regional outreach strategy to promote awareness and understanding of voluntary return schemes.
- Coordinate targeted engagement activities aimed at individuals who may be eligible for voluntary return support.
- Deliver outreach in a sensitive, non-coercive, and person-centred manner, ensuring individuals are fully informed of their options.
- Represent the organisation at community events, advice forums, and multi-agency meetings.
- Work to reduce misinformation and build trust within migrant communities.
- Partnership & Stakeholder Management
- Build and maintain strong relationships with community organisations, migrant support groups, charities, legal advisors, and local authorities.
- Act as the primary regional contact for partner organisations delivering or supporting voluntary return services.
- Provide guidance, resources, and training to partners to ensure consistent and accurate messaging.
- Identify and develop new partnership opportunities to expand outreach and referral pathways.
- Project & Service Delivery Oversight
- Oversee delivery of voluntary return outreach and engagement projects across the region.
- Ensure activities align with policies, contractual requirements, and safeguarding standards.
- Monitor delivery against agreed targets, milestones, and quality standards.
- Identify risks (e.g., low engagement, misinformation, safeguarding concerns) and implement mitigation strategies.
- Support frontline teams and delivery partners to ensure effective case signposting and referrals.
- Working within and management of strict budgets
- Performance Monitoring, Compliance & Reporting
- Track outreach performance against KPIs such as engagement levels, referrals, and conversions to voluntary return support.
- Collect, analyse, and report data to demonstrate impact and inform programme improvements.
- Produce timely and accurate reports for senior management and commissioners.
- Ensure compliance with data protection, safeguarding, and ethical engagement standards.
- Contribute to audits, reviews, and continuous improvement initiatives.
- Safeguarding & Ethical Practice
- Promote a safeguarding-first approach in all outreach activity, particularly when working with vulnerable individuals.
- Ensure all engagement upholds dignity, confidentiality, and informed decision‑making.
- Escalate and manage safeguarding concerns in line with organisational policies.
- Team & Capacity Building
- Support and guide outreach employees and partner organisations within the region.
- Deliver training and briefings on voluntary return processes and eligibility.
- Share best practice and lessons learned to improve service delivery.
- Any other duties as deemed appropriate
Occasional evening or weekend work may be required to support community engagement activities.
This role does not provide regulated immigration advice. The postholder must operate within organisational guidelines and refer individuals to authorised advisers for case‑specific immigration advice where required.
