The Role

The Water Services System Technician – Water Distribution performs skilled and semi‑skilled construction, maintenance, and repair work on the city of Glendale’s water distribution network. Duties include installing, testing, maintaining, and repairing water mains, sewer mains, service valves, fire hydrants, manholes, and stormwater facilities.

Position open until filled. Applicants will be reviewed as received.

Salary & Benefits
  • FLSA non‑exempt; overtime paid for hours over 40 per week.
  • Grade 312: hourly salary $22.64 – $33.96.
  • $2,000 hiring bonus ($1,000 after 30 days, $1,000 after 6 months).
  • Benefits package effective after 30 days of employment (see benefits guide).
  • 10.5 paid holidays; extra holiday leave for cultural/religious holidays.
  • Vacation accrues at 5.33 h per pay period, increases with tenure up to 7.6 h.
  • Sick leave accrues at 4.4 h per pay period.
  • Retirement:
    Arizona State Retirement System (ASRS) – 12% contribution.

Essential Functions
  • Perform skilled and semi‑skilled construction, maintenance, and repair work.
  • Operate light, medium, and heavy equipment (3‑ton utility truck, backhoe, dump truck, utility crane truck, hydro‑excavation).
  • Use power and hand tools.
  • Enforce safety rules, barricade, traffic direction, hazardous materials, and equipment operation.
  • Maintain work records and perform computerized data entry.
  • Transport, set up supplies and equipment; conduct safety checks.
  • Install, test, maintain, repair water mains, sewer mains, service valves, fire hydrants, manholes, stormwater facilities.
  • Tap water mains, install services and water meters; test and repair meters.
  • Turn water off/on for maintenance and emergencies.
  • Respond to and resolve water complaints.
  • Construct and maintain large meter vaults and manholes.
  • Excavate and restore job sites.
  • Perform other related duties as assigned.
Minimum Qualifications
  • 2 years of experience in construction, wet/dry excavation, and equipment maintenance, including operation of light/medium/heavy equipment.
  • Equivalent combination of education, training, and experience may qualify.
Knowledge Of
  • Rules, regulations, policies, and procedures for assignment area.
  • Materials, tools, equipment, safety hazards and precautions.
  • Confined space entry procedures.
  • Blue‑stake laws and underground utility identification practices.
Ability To
  • Read and understand blueprints, technical diagrams, maps, and staking procedures.
  • Barricade work sites per Phoenix barricade manual.
  • Follow safe working practices.
  • Follow oral and written instructions.
  • Notify residents and businesses; answer questions.
  • Provide general direction to employees and volunteers.
  • Communicate courteously with public and coworkers.
  • Fill reports, logs; use computers.
  • Operate atmospheric sensing devices.
  • Operate city vehicles requiring a Commercial Driver’s License (CDL).
Special Requirements
  • Arizona Class A Commercial Driver’s License with tanker endorsement within 90 days of hire.
  • Valid Arizona state driver’s license, up‑to‑date licensing, training, and record checks for all employees operating vehicles.
  • FMCSA Drug & Alcohol Clearinghouse registration required for CDL holders.
  • ADEQ Grade 1 Operator Certification in Distribution within 12 months of hire.
  • Position may require call‑back, stand‑by duty, rotating shifts.
  • Safety‑sensitive position: drug and alcohol testing before and during employment; post‑offer physical assessment required.
Physical Requirements / Working Conditions
  • Heavy digging, lifting up to 80 pounds, extensive walking, bending, standing, crawling in trenches, confined spaces.
  • Exposure to heavy traffic, hot weather, hazardous materials, insects, gases.
