Roadspace Co-Ordinator

We are seeking a highly motivated Roadspace Co-ordinator to join our Street Works Team. This is a varied and influential role that sits at the heart of network management and plays a key part in ensuring the safe and effective coordination of works on Gloucestershire's highways. Reporting to the Permit Scheme Manager, you will be responsible for coordinating planned street works, road works, highway maintenance schemes and major projects across the county.

You will assess permit applications and traffic management proposals, identify potential conflicts on the network, and work proactively with promoters to coordinate activities and minimise disruption. The role requires the application of professional judgement when assessing the potential impact of works, including road closures, traffic-sensitive routes, major schemes, and activities affecting key transport corridors. You will work closely with utility companies, contractors, developers, neighbouring authorities, emergency services, public transport operators, and internal council teams to ensure works are effectively planned and coordinated.

• Coordinating street works and highway works activities in accordance with the New Roads and Street Works Act 1991, Traffic Management Act 2004, Gloucestershire Permit Scheme and associated legislation.
• Assessing permit applications, traffic management proposals and supporting documentation to ensure legal compliance and minimise disruption.
• Identifying clashes between works promoters and negotiating alternative timings, methodologies or traffic management arrangements where required.
• Supporting the planning and management of major works, events and highway projects that have a significant impact on the network.
• Analysing network impacts and developing mitigation measures to maintain traffic flow and network resilience.
• Providing expert advice on permit requirements, traffic management arrangements and network coordination matters.
• Monitoring compliance with permit conditions and identifying opportunities to improve promoter performance and network management outcomes.
• Building and maintaining effective working relationships with a wide range of internal and external stakeholders.
• Supporting the Council's statutory Network Management Duty by actively promoting effective coordination and minimising disruption to road users. You will have significant experience working within street works, highways, network coordination or traffic management and possess a strong understanding of the legislation, regulations and operational practices that govern works on the highway.

• A sound understanding of the New Roads and Street Works Act 1991 (NRSWA), Traffic Management Act 2004 and permit schemes.
• Experience assessing highway works, street works permits, traffic management proposals or network impact.
• Excellent communication, influencing and negotiation skills.
• The ability to build productive relationships with internal teams, utility companies, contractors and external partners.
• Strong organisational skills with the ability to manage multiple priorities and deadlines.
• Experience using street works and permit management systems such as Street Manager.
• The ability to analyse complex information and make balanced decisions that support both network efficiency and operational requirements.
• A proactive approach to problem solving with a strong customer and stakeholder focus.
• A commitment to delivering high standards of service and supporting the Council's Network Management Duty.
• The council is not currently able to offer sponsorship in this role. Candidates will need to have right to work that enables them to commit to at least 6 months' employment. Right to work is not transferable from a sponsored role held with another employer.
