About the Team

Gloucestershire Fire and Rescue Service's Protection Team plays a vital role in keeping communities safe. We work across the county to support compliance with fire safety legislation, engage proactively with businesses and partners, and ensure those responsible for premises understand and meet their fire safety responsibilities. Through a balanced approach of education, engagement, influence, and enforcement, we help reduce risk, improve standards, and create safer places for people to live, work, and visit.

About

the Role

We are seeking a Protection Engagement Manager to lead a team to develop our business engagement across Gloucestershire through new interventions.

Working as part of the Protection Team, you will be responsible for designing, coordinating, and delivering a range of engagement initiatives that promote fire safety compliance and support risk reduction within the built environment. You will work closely with businesses, responsible persons, local authorities, professional bodies, and other stakeholders to build positive relationships, share best practice, and encourage compliance with fire safety legislation.

You will also contribute to the risk based intervention programme, consult on building regulation applications, licensing applications, carry out peer reviews with enforcement activities and be available out of hours to carry out fire safety inspections if necessary.

You will identify emerging risks and opportunities through data analysis, stakeholder feedback, and intelligence gathering, helping to inform risk-based protection activity and Service priorities. The role includes representing Gloucestershire Fire and Rescue Service at local, regional, and national meetings, events, and partnership forums, providing expert advice and promoting the Service's protection objectives.

You will also support the development of innovative engagement strategies, evaluate the effectiveness of interventions, and contribute to wider organisational priorities, ensuring resources are targeted where they can have the greatest impact on community safety.

The role requires travel across the county and a flexible approach to meet the needs of the Service.

About You

We are looking for an enthusiastic and proactive individual with a passion for fire safety, business engagement, and improving fire safety outcomes.

You must have a level 4 fire safety diploma. You will need to be an excellent communicator with the ability to build credibility and influence a wide range of stakeholders, from small businesses to large organisations and strategic partners. You will be confident delivering presentations, workshops, and engagement events, translating complex fire safety requirements into clear, practical advice that supports compliance and behavioural change.

You will have a good understanding of fire safety legislation and the challenges faced by businesses in meeting their legal responsibilities. Experience in stakeholder engagement, project delivery, partnership working, or fire safety activities would be advantageous.

As a collaborative leader, you will be able to manage competing priorities, use data and intelligence to inform decision-making, and contribute to the continuous improvement of the Service's protection activities. You will demonstrate a commitment to personal development and be willing to develop your specialist knowledge and skills further.

In return we will offer you:
  • Regular formal and informal support.
  • Safe, supportive and positive working environment with regular, robust supervision.
  • Access to relevant training and career progression.
  • Annual leave of 25.5 days (pro rata) up to 30.5 days (pro rata) after 5 years employment.
  • Access to the Local Government Pension Scheme.
  • Staff discount scheme that offers access to great savings including discounts with major supermarket chains and high street retailers.
  • Access to our Employee Assistance Programme (EAP) that provides free, confidential, counselling and advice for employees, available 24 hours a day, online and by telephone.
  • Cycle to Work scheme.
  • Links to employee networks such as Prism (LGBT+) network and the Young Employees Network.
  • Gloucestershire Salary Sacrifice Green Car Scheme (T&C's apply).
