Gloucestershire Constabulary is undertaking a significant transformation programme across Enabling Services Crime Command and Local Policing Areas. This transformation includes cultural, Continuous Improvement and structural changes. A fundamental part of the transformation relies on the review of the operating model and the restructuring of the departments. As the Constabulary has a number of interdepend functions and a high demand for services, there is some risk of destabilisation to business as usual and therefore a priority will be to support our people to maintain service provision through the change processes.
MainResponsibilities
The role is based at Gloucestershire Constabulary Headquarters in Quedgeley with optional homeworking when the role allows, and has the following responsibilities:
- Support the Head of Functions in finalising the design and sequencing of the restructure
- Manage and coordinate the change team activities
- Complete role design and detailed plans for new and replacement roles within the functions – aligned to the introduction of new systems and business processes
- Lead the restructure of posts including individual and collective consultation, redeployment and recruitment activity ensuring that we are legally compliant and mitigate the risk to the organisation.
- Lead the design of business processes across the new model, working closely with stakeholders
- To ensure transitionary plans and processes are in place to maintain business as usual through the change and restructuring
- Working with operational stakeholders to ensure 'change readiness' and successful transition to new ways of working
- Strong employee relations skills, experience of working with trade unions and staff associations including leading collective consultation processes
- Ability to engage effectively with a wide range of stakeholders, building successful relationships and deploying strong influencing skills at all levels

Experience and QualificationsMCIPD Qualified or equivalent experience/qualified by experience Degree educated or equivalent experience.
Minimum of 3-5 years’ experience of managing people, preferably in an HR environment.
Experience of 5 years plus experience of change management.
Experience of implementing, developing and delivering programmes of change to meet business requirements.
Experience of setting, managing, monitoring and delivering against HR metrics and key performance indicators.
Excellent written and verbal communication skills In depth understanding of generalist employment law with a particular emphasis on change.
In depth understanding of job design and job evaluation processes and application of role design within organisational structures and frameworks.
Vetting Level: The role must be vetted to and maintain a minimum of Management Vetting (MV).
