Quantity Surveyor (Commercial & Contracts Management – Transmission & Distribution)

We Build Recruitment are currently looking to recruit a Quantity Surveyor specialising in Commercial & Contracts Management within Transmission & Distribution. Our client operates within the UK energy and utilities sector, delivering engineering, construction, and asset management services across transmission and distribution networks, renewables, and grid connection projects. As the business continues to grow, there is a strategic requirement to strengthen contractual governance, compliance, and commercial risk management at an organisational level.

Job Description

The Quantity Surveyor will hold primary responsibility for contractual management, commercial governance, and compliance across the business, rather than day-to-day project cost control.

Reporting directly to the Managing Director, the role will act as the central authority for client and subcontractor contracts, ensuring all agreements, insurances, PPQs, and commercial documentation are fully compliant, current, and aligned with contractual and regulatory requirements.

A strong and demonstrable understanding of NEC4 as a contract suite is essential, as the role will oversee the interpretation, implementation, and governance of NEC-based contracts across the organisation.

Key Responsibilities

Act as the business lead for contractual and commercial governance across all transmission and distribution activities.

Manage and oversee all client contracts, ensuring terms, obligations, and commercial risks are clearly understood and appropriately managed.

Lead the management of subcontractor and supplier contracts, including appointment, compliance verification, and ongoing contractual administration.

Ensure all PPQs, insurances, warranties, bonds, and contractual documentation are fully compliant, up to date, and aligned with client and regulatory requirements.

Maintain a central register of contracts, insurances, and compliance documentation, ensuring visibility and audit readiness.

Provide expert guidance on NEC4 contracts, including interpretation of clauses, contractual obligations, early warnings, compensation events, and governance best practice.

Act as the primary commercial and contractual interface with clients, external stakeholders, legal advisors, and insurers.

Identify and manage contractual and commercial risk at a business level, advising the Managing Director on exposure, mitigation, and strategy.

Support contract negotiations, amendments, and renewals with clients and subcontractors.

Develop, implement, and maintain standard forms of contract, schedules, and commercial procedures.

Ensure alignment between contractual commitments and operational delivery, working closely with engineering and leadership teams.

Support internal governance, audit, and assurance activities related to contracts and commercial compliance.

Key Skills & Competencies

* Extensive knowledge of contractual management within the transmission and distribution sector.

* Strong, demonstrable understanding of NEC4 as a contract suite and its practical application.

* Excellent attention to detail with a rigorous approach to compliance and risk management.

* Confident communicator and negotiator, able to engage effectively with clients, subcontractors, legal advisors, and senior stakeholders.

* Commercially astute with the ability to balance contractual protection with practical business needs.

* Organised, methodical, and capable of managing complex contractual frameworks across multiple work streams.

* High levels of integrity, professionalism, and judgement.

Experience & Qualifications

* Significant experience as a Quantity Surveyor or Commercial Manager within the UK transmission and distribution industry.

* Proven background in contract management, commercial governance, and compliance rather than project cost delivery.

* Experience working with NEC4 contracts in a client-facing or commercial governance capacity.

* Experience dealing with DNOs, National Grid, or equivalent utility clients is highly desirable.

* Degree-qualified in Quantity Surveying, Commercial Management, Law, or a related discipline.

* Membership of RICS or working towards chartership is advantageous
