About The Team & Role
Are you a dynamic and experienced Programme Manager looking for a new challenge?
We are seeking an enthusiastic and highly motivated Programme Manager to lead the development, initiation, and implementation of one or more of our transformation programmes.
Although not immune to the financial pressures faced by other councils, as a financially stable council we can afford to take a more positive approach to tackling them. Part of this approach is continuing our commitment to always seeking ways to do things better. As such, we have identified additional income, savings, and efficiencies that will help us to remain financially stable at the same time as investing in a better future for Gloucestershire.
As a council, we have a renewed focus on transformation and change right across the council and ambitious plans in place that will enable us to continue this approach in future years. So, we need some additional transformation resource to scope and lead these programmes to ensure that the anticipated benefits can be realised.
To do this, you will be working closely with subject matter experts across the council and partner organisations but will also be joining a supportive team of project and change management professionals within the Transformation team, who drive transformation and change across the council.
If you are a GCC member of staff and interested in this role on a secondment basis, please speak with your line manager before submitting an application.
About You
To be successful, you will need experience of managing ambitious and complex programmes, having used your knowledge of programme management tools and techniques to proactively plan and manage activity from initiation to delivery of benefits. Your strong organisational and creative problem-solving skills will help you to manage competing deadlines and tight timescales, to ensure that the programme is successfully delivered.
You will need to use your excellent ability to communicate with stakeholders at different levels to ensure a collaborative approach to delivery, including in the identification, tracking, and delivery of benefits. We will also need your strong influencing and motivation skills to enthuse, achieve buy-in, and drive change.
About Us
Hybrid working arrangements are available for many of our roles, giving teams the opportunity to work in a way that suits them, balancing service need and individual choice, with a mix of both remote and office working.
For all your hard work, you will receive the following:
- Flexible and agile working opportunities
- 25.5 days annual leave rising to 30.5 days after 5 years continuous service
- An option to purchase 10 days of additional leave per year (pro rata for part-time staff)
- Family friendly employer offering benefits to help support you and your family
- Career development and qualification opportunities
- Supportive and positive working environment with regular, robust supervision
- Local Government Pension Scheme (LGPS)
- Access to our Employee Assistance Programme (EAP) that provides free, confidential, counselling and advice for employees, available 24 hours a day, online and by telephone
