Location: Gloucestershire (Hybrid – 2 days on-site, remainder remote).

Role Overview

The Project Manager will support the delivery of the county-wide Safer Roads & Community 20s Programme, managing a portfolio of highway and traffic-calming schemes from inception through to completion. Working closely with the Senior Project Manager, you will oversee the delivery of projects across designated geographical areas, ensuring schemes are delivered safely, on time, and within budget.

Key Responsibilities
  • Manage projects through the full lifecycle, including stakeholder engagement, design development, Traffic Regulation Orders (TROs), construction, and post-implementation review.
  • Develop and maintain project plans using Microsoft Project.
  • Monitor budgets, forecasts, risks, and programme performance.
  • Coordinate internal teams, consultants, contractors, and stakeholders to ensure successful delivery.
  • Build strong relationships with parish councils, elected members, community groups, and residents.
  • Prepare reports, briefings, and responses to stakeholder enquiries.
  • Ensure compliance with health and safety legislation and the Construction (Design and Management) Regulations 2015 (CDM).
  • Experience delivering highways, traffic management, traffic calming, active travel, or civil engineering projects.
  • Proven project management experience across the full project lifecycle.
  • Experience managing project budgets, contractors, consultants, and programme schedules.
  • Knowledge of highway design principles and Traffic Regulation Orders (TROs).
  • Excellent stakeholder engagement and communication skills.
  • Ability to work independently, manage multiple priorities, and operate effectively within a local government environment.
Desirable Qualifications
  • Local authority experience.
  • Knowledge of CDM Regulations 2015.
  • Experience delivering road safety, transport, or active travel schemes.
