Position: Operational Lead (Learning Disabilities)

Overview

The Operational Lead is responsible for ensuring the high quality and effective delivery of all Learning Disability services within the Neighbourhood Locality. They will manage financial, physical and human resources to comply with robust operational governance and delivery against commissioned specifications. Success will be measured by improved outcomes and experience for service users, families and carers; improved/efficient use of resources; and improved staff satisfaction.

Responsibilities
  • Deliver the overall delivery of learning disability services.
  • Regularly report to senior managers and commissioners on the performance of services, providing expert advice on professional practice and operational issues within the team.
  • Hold overall accountability for service budgets, with support from Operational Finance Manager and oversight from Deputy Service Director.
  • Work collaboratively with commissioners and other providers to identify needs, evaluate priorities and implement appropriate changes in service delivery.
  • Ensure seamless episodes of care to service users, ensuring they are seen in the most appropriate place in a timely manner, acting on feedback as appropriate.

Context and Team

Service Delivery & Operational Leadership
  • Provide day-to-day operational leadership for Learning Disabilities (LD) services, delivering transformation programmes in line with Trust and system priorities.
  • Accountability for designated team budgets (pay and non-pay), ensuring financial balance and value for money across complex LD pathways.
  • Establish clear operational structures, reporting processes and governance systems to ensure safe, effective and responsive service delivery.
  • Lead workforce management including recruitment, induction, appraisal, talent management, sickness management, professional development, disciplinary and grievance processes, and organisational change.
  • Provide strategic leadership to clinical managers and multi-disciplinary teams, ensuring effective supervision, preceptorship and professional standards.
  • Act as On-Call Manager as required (this would only take effect if the role was made permanent and substantive).
  • Ensure services have robust and up-to-date Business Continuity Plans, working with the Emergency Planning Lead where required.
Communication & Partnership Working
  • Establish and maintain effective working relationships with key stakeholders including Commissioners, Primary Care Networks (PCNs), private providers, Gloucestershire County Council, voluntary sector partners and advocacy services.
  • Represent LD services at strategic, quality, risk and governance meetings across GHC, ICB, GCC and ICS forums as required.
