Gloucestershire County Council is seeking an exceptional Adults Commissioning Business Manager to play a pivotal role within our Adults Commissioning Hub. This is a unique opportunity to influence strategic decision‑making, lead business operations, support organisational development, and help shape services that improve outcomes for adults across Gloucestershire.
Working closely with the Heads of Commissioning, Senior Commissioning Managers and the wider Senior Leadership Team, you will provide expert leadership across business planning, workforce management, governance, performance, risk management and organisational change.

AboutThe Role
As Adults Commissioning Business Manager, you will lead the business operations function for the Adults Hub, ensuring that services are effectively resourced, compliant, efficient and continuously improving.
You Will- Lead and manage the Adults Hub business administration and support functions.
- Work alongside senior leaders to develop and deliver strategic business plans.
- Manage staffing capacity, workforce planning and recruitment activity across the service.
- Oversee business continuity, risk management, health and safety, and compliance requirements.
- Lead organisational change projects and service improvement initiatives.
- Monitor staffing budgets and support effective financial management.
- Deliver high-quality management information and performance reporting.
- Promote workforce development, learning and continuous professional development.
- Champion Equality, Diversity and Inclusion, wellbeing and inclusive leadership.
- Build strong relationships with senior stakeholders across the council and partner organisations.
We’re looking for a confident and influential leader with a strong track record of delivering business management and organisational improvement within a complex environment.
You Will Have Experience In- Managing and developing staff and teams.
- Delivering large-scale programmes, projects and change initiatives.
- Working with senior leaders and elected members.
- Budget management and resource planning.
- Producing clear, concise and impactful reports and business cases.
- Managing multiple priorities in fast-paced environments.
- Risk management and business continuity planning.
- Delivering high-quality business support services.
- Developing service standards and driving continuous improvement.
- Public sector and/or Local Government experience.
