Position Overview

This position is responsible for coordinating, organizing, and maintaining the City’s code compliance program to ensure a human-centered approach to City municipal code enforcement. The individual in this role will lead code enforcement processes with an emphasis on restorative practices and perform a variety of activities, including conducting investigations, preparing notices and reports, and providing recommendations and resources. This role will be supported by a cross-functional team of City staff from a variety of departments via direction of the City Manager.

Essential Duties and Responsibilities

Code Compliance Operations
  • Intake, analyze, and respond to complaints promptly and professionally.
  • In partnership with City departments, perform inspections of construction sites, properties, buildings, and developments for code compliance.
  • Investigate complaints and enforce city ordinances related to property maintenance, zoning, landscaping, signage, weeds, fences, sheds, and pools.
  • Coordinate nuisance abatement process from start to finish, conducting various steps of the process as needed.
Communication, Public Education, and Outreach
  • Represent the City to community members and provide information on relevant codes and permits, providing proactive updates when appropriate.
  • Provide public education and design and develop educational programs to heighten awareness of City code requirements.
  • Frequently share information with contractors, property owners/managers, residents, agencies, and the public.
Code Updates and Recordkeeping
  • Establish and maintain code enforcement working files, including notices, correspondence, photos, investigative reports, corrective actions, penalty escalations, etc.
  • Evaluate common code/permit compliance issues and prepare data-informed recommendations for improvements.
  • Act as data designee for all code compliance-related data management.
Supervisory Responsibility

This position does not have direct employee supervisory responsibilities. The officer will lead and – with authority delegated from the City Manager – direct staff from all City departments to perform a variety of tasks required to run a successful code compliance program across the organization.

Minimum and Desired Qualifications

Minimum Qualifications
  • Three years of experience related to code compliance and enforcement, construction inspection, property maintenance inspections, or a related field.
  • Previous experience engaging and working with diverse groups of internal and external stakeholders.
  • Completed advanced coursework or professional training or certification relating to inspections (housing, code enforcement, building).
  • Ability to meet physical requirements to successfully complete field inspections.
  • Efficient with Microsoft Office (Word, Excel, Outlook, etc.) and mobile devices and applications in the field.
Desired Qualifications
  • Five years of experience related to code compliance and enforcement, construction inspection, property maintenance inspections, or a related field or position.
  • Two years of post‑secondary education in a related field, professional training, or certification relating to housing, code enforcement, building inspections, or equivalent combination of education and work experience.
  • Experience reading and interpreting property surveys and construction, engineering, property, and environmental plans and drawings.
  • Knowledge of housing inspection programs and practices.
  • Experience using some type of rental licensing or code enforcement software for municipalities.
  • Experience working with ArcGIS, asset management software, permitting, and plan review software.
