Job SummaryThe Fuels Module Leader (SO) assists the Fire Management Officer (FMO) in coordinating Fuels Crew activities. The Leader supervises day‑to‑day crews, risk mitigation projects, wildfire response operations and maintains safety as the foundation for all wildland fire management activities. The Leader may personally engage in fighting forest, range, and other wildland fires and participate in prescribed fire operations.
Responsibilities- Direct and supervise moderately complex fuels management projects and participate in more complex projects, including data collection for monitoring programs and implementing prescribed fire, mechanical and biological treatments, inventorying fuel beds, and piling vegetation debris.
- Conduct rigorous terrain hikes to establish project perimeters, mark trees, and locate access points. Use chainsaws, log chokers, ropes, and a variety of hand tools for fuels management operations. Move, maintain, and troubleshoot machinery such as skid steer, wood chipper, and attachments. Oversee sawyers and other laborers during fuels projects and equipment maintenance.
- Operate light vehicles, 4X4s, UTVs, and heavy equipment as required. Conduct Type 3 prescribed fire operations and provide education to community organizers and neighbors about fuels project impacts.
- Scout fires, safety zones, escape routes, hazards, and establish fire line locations using chainsaws and hand tools. Identify resource needs to accomplish incident objectives. Drive, inspect, maintain, and troubleshoot vehicles and heavy equipment.
- Inspect and maintain water pumps for suppression use. Perform firing and burnout operations under supervision. Manage incidents at the Type 4 level by providing tactical directions on attacking, controlling, or mopping up fires, building or patrolling fire lines, cleaning up burned areas within lines, and suppressing spot fires.
- Coordinate with Fire Management Officers to establish benchmarks and performance objectives for the crew. Review geospatial data to prepare on‑site layouts. Schedule work sites based on priorities, weather, and site access.
- Lead the development and implementation of training programs including fire management classes, equipment use and maintenance, general safety, and other agency‑required training.
- Create daily briefings on fire conditions and current activity. Maintain records and provide project updates. Review and present after‑action reports to leadership, using findings to develop training programs and inform future operations.
- Plan and maintain a budget for crew operations and project work, covering credit card purchases, travel, training, and related items.
- Supervise staff within the area of responsibility. Handle routine personnel matters such as recruiting, interviewing, hiring, training, scheduling, leave, appraisals, and corrective action. Conduct performance evaluations and communicate short‑ and long‑term goals.
- Resolve non‑routine problems and enforce established policies, procedures, and standards. Communicate policy changes to direct reports and implement them as directed.
- Perform other duties as assigned. The incumbent must be available to work evenings, weekends, holidays, etc. Work may include all hazard and emergency response activities.
- National Wildfire Coordinating Group (NWCG): CRWB, ICT5, FAL
2. - Ability to pass the Work Capacity Test (WCT‑Pack Test) for assessing fitness levels. The test includes a 3‑mile hike within 45 minutes while carrying a 45‑pound pack.
- FEMA coursework including IC 100 and IS‑700.
- JCSO’s Emergency Vehicle Operations Course, First Aid/CPR/AED/TCCC.
ICT4 certification.
Preferred Qualifications- TFLD, ENGB, FAL1, ICT4, RXB3 certifications.
- Emergency Medical Responder (EMR) or Emergency Medical Technician (EMT).
- Heavy Equipment Operator experience.
One year of supervisory/lead work experience.
EducationGED, High School Diploma.
ExperienceMinimum three years of relevant work experience.
