SUMMARY OBJECTIVE
Hiring range is negotiable between $84,138 and $109,363 depending on a candidate's qualifications and experience.
Performs work directing, supervising and participating in skilled inspection work of buildings and property within the City to ensure compliance with proper codes and ordinances.
An employee in this class manages the Inspections division including supervision of field and office staff, budget preparation and administration, establishing necessary manual and computerized systems for issuing permits and related record keeping, conducting plans review, and performing skilled inspections work as needed. The employee supervises and occasionally participates in inspecting construction work to enforce State codes for buildings construction working within certification, and responds to concerns from citizens and contractors concerning code enforcement decisions.
ESSENTIAL FUNCTIONS
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
- Directs, supervises and participates in skilled inspection work of building and property within the city to ensure compliance with proper codes and ordinances.
- Reviews division organizational and work assignment structure and makes revisions to assure good customer service.
- Assists itinerant merchant permits, temporary power forms, grease trap information, and building permits application.
- Oversees and continuously improves electronic permitting, inspection scheduling, and records management to enhance efficiency, transparency, and customer service.
- Explains the permitting process; responds to complaints and provides technical assistance on interpretation of codes; advises contractors in interpreting and applying code regulations; notifies responsible parties of defects and re-inspects to determine if corrective actions have been taken; issues stop orders if necessary.
- Serves as the primary Inspections Division liaison during emergency response and disaster recovery efforts.
- Handles citizen complaints about contractors, construction quality and other issues.
- Performs personnel management functions including hiring, discharging, disciplining and evaluating employees.
- Reviews site plans, blue prints, and specifications and receives applications for permits; issues building permits and certificates of occupancy.
- Accompanies inspectors to assure quality control and good customer service; inspects commercial and residential construction when needed.
- Ensures that contractors meet state requirements.
- Recommends judicial actions and may be required to testify in court against violators of the NC State Building Code.
- Coordinates inspection activities with Planning, Community Development, Fire, Utilities, Engineering, and other departments to ensure efficient project review and field operations.
- Performs other related duties as assigned.
- Knowledge of State codes and local ordinances as applied to assigned buildings and construction projects for inspection.
- Knowledge of construction trades including building, electrical, plumbing and mechanical areas.
- Knowledge of office management functions including general accounting, personnel management, record keeping and computer operations.
- Skill in interpretation of codes and in their application to specific situations.
- Skill in reading and interpreting plans and specifications.
- Ability to prepare computer spreadsheets, word processing and Internet access.
- Ability to establish and maintain effective working relationships with contractors and the public.
- Ability to enforce regulations tactfully and firmly.
- Ability to supervise the work of inspectors and office staff, including effective planning, communication, and motivation.
- Ability to establish and maintain effective record-keeping systems.
