Job Overview

Perform all levels and types of residential and commercial plan examiner work by applying knowledge in multiple areas of applicable building codes. Review plans, write letters, review plan revisions, interpret codes, and communicate with the public, architects, engineers, and contractors. Coordinate plan reviews with various city departments and outside agencies.

Examination Process

Only a limited number of highly qualified applicants will be invited for an interview; this may include a panel interview and a written assessment. All communication regarding application status will be sent via e‑mail.

Essential Functions
  • Review and interpret building and structural construction documents and reports for commercial, industrial, and residential projects to ensure compliance with building codes, city ordinances, construction standards, and city amendments. Advise stakeholders on code changes, interpretations, new methods and materials; make recommendations for code compliance.
  • Review proposed commercial site plans, preliminary and final plats for developments; attend related project development meetings from initial pre‑application through approval.
  • Review structural engineering calculations for code compliance.
  • Assist building inspectors during field reviews, compare actual construction to approved plans, and resolve discrepancies. Coordinate building reviews and activities with other city departments and outside agencies.
  • Prepare and maintain records of plan reviews, and enter project data into the computerized tracking system.
  • Manage and resolve conflicts in code issues with customers. Participate in the development of handouts and other public materials. Attend local, state, and professional organization meetings, including regional plan review committees.
  • Participate in development and/or revision of departmental policies and procedures.
Requirements
  • Education/Knowledge:
    Associate’s degree, diploma or equivalent in a relevant field; advanced study or training may be available for certification.
  • Experience:

    Minimum three years in a related field.
  • Certifications:

    Valid driver’s license. ICC Building Plans Examiner (B3) certification required within one year of hire.
  • Reading:
    Ability to read general correspondence, engineering documents, code books, installation standards, technical manuals, and reports at college level.
  • Math:
    Ability to perform engineering calculations, algebra, geometry, and general math calculations.
  • Writing:
    Ability to write general correspondence, memorandums, handouts, letters, and reports at college level.
  • Managerial:
    No supervisory responsibility but may provide advice or direction to less experienced employees.
  • Policy/Decision Making:
    Performs job by following established SOPs and policies; sometimes requires review of complex work and decisions.
  • Technical

    Skills:

    Advanced skills and knowledge needed for complex issues. Independent judgment required.
  • Interpersonal/Human Relations

    Skills:

    Ability to handle controversial positions, negotiate sensitive issues, handle stressful interactions with high tact and responds to aggressive interpersonal interactions.
