The city will consider under filling this position as an HR Business Partner I if candidate does not possess all of the qualifications for a HR Business Partner II.
To qualify for a HR Business Partner I, the candidate will need a minimum of one year related experience in a Human Resources related field and Bachelor's Degree or combination of education and experience. Upon hire, the selected individual will have 12 months to obtain a professional level Human Resources related certification . Until that time, the selected individual would be hired as a HR BP I until he or she successfully obtains the required certification.
The HR Business Partner II is responsible for leading, implementing and delivering city initiatives. Position will act as a change agent. This role works collaboratively with leaders and employees to align organization objectives and prioritize strategic people priorities and solutions that accelerate the achievement of business plans through talent management, diversity and inclusion, rewards and recognition and organizational effectiveness. This position is distinguished from the Human Resources Business Partner I (HRBP I) position by the years of experience, complexity of the work, and certification(s) required.
The ideal candidate for the HR Business Partner II role will be a proactive change agent with a minimum of three years of experience in an HR Generalist position within municipal government. Prior experience in a specialized HR function—such as benefits, compensation, HRIS, learning and development, employee relations, organizational development, or performance management—is highly desirable as a foundation before transitioning into a broader generalist role.

- Partners and consults with leadership and employees to improve engagement, working relationships, build morale, increase productivity, and meet city business needs.
- Serves as a strategic partner to assigned business units in support of restructures, workforce planning, and succession planning. Helps identify department training needs and individual coaching needs. Participates in evaluation and monitoring of success of training programs.
