This position is responsible for the administration and supervision of environmental compliance programs, project and contract management, discipline, direction of staff, development of strategic objectives, activities, and other functions relating to ensuring the City meets all regulatory requirements in the areas of stormwater management, water and wastewater operations, and city facilities. Manages complex and multi-disciplinary activities, exercises independent judgment in working with division supervisors and City departments on issues related to environmental compliance.

Coordinates activities and special projects with all departmental and City divisions.

    Air Quality, Water Quality, Wastewater Discharge and Aquifer Protection Permits.

Responsibilities
  • Manages the Water Services Department Environmental Programs Division. Monitors regulatory compliance of operational sections of the Water Services Department. Ensures the collection of daily data and prepares reports both routine and as needed. Responsible for monitoring and managing all environmental programs required for water and wastewater (Drinking Water, AZPDES, APP, Cross Connection). Participates in projects assuring adherence to local, county, state, and federal environmental permitting requirements.
  • Ensures that the City of Goodyear meets federally mandated compliance requirements. Identifies potential environmental issues and develops strategies to effectively respond to compliance deficiencies. Develops, coordinates, and implements environmental policies, procedures and programs for the City.
  • Coordinates with departments such as IT, Development Services, and Finance, to ensure the Environmental Programs Staff has the resources required to perform their responsibilities.
  • Manages the coordination of the Stormwater Management Program (SWMP) efforts, including the submittal of the annual stormwater report; acting as City’s point of contact regarding stormwater compliance; preparing quarterly reports; coordinating the roles of each City department and division in the operation of the SWMP and performing/ coordinating training; attending various state-wide and local meetings to stay abreast of ADEQ permit requirements;

    preparing general public education materials; and conducting business outreach.
  • Administers budget by preparing annual division budget, reviewing and approving requisitions, and monitoring division expenditures. Prepares, interprets, and explains complex financial and administrative reports; reviews technical reports, budget estimates, and contracts; directs and participates in management studies, and analyzes programs and problems.
