The primary purpose of this position is to provide oversight of Alamance County opioid settlement contracts, including implementation of strategies in compliance with the North Carolina Memorandum of Agreement. This position engages stakeholders to make recommendations in the use of funds, assures appropriate use of funds, collects data and completes monthly impact reports, provides technical assistance to agencies receiving opioid settlement funds, and supports the development of the annual report.

Supports the health department’s dedicated efforts in reducing overdose fatalities through naloxone distribution.

  • Manage Alamance County’s Request for Applications (RFA) development and implementation for opioid settlement fund distribution.
  • Collaborate with county leadership to coordinate the required annual meeting referenced in NC MOA, Section E4.
  • Research and identify evidence-based strategies in substance use prevention, harm reduction, and recovery supports.
  • Engage with and leverage state and federally funded programs and resources to align and strengthen the county's opioid response strategies.
  • Stocks naloxone vending machines, collecting distribution data, and coordinating with community stakeholders to ensure naloxone saturation through Alamance County.
  • Collaborate with partners to establish sustainable processes and tools for program implementation, quality improvement, and evaluation.
  • Guides and supports assessments to determine future funding needs.
  • Evaluates technical assistance provided to funded agencies.
  • Collaborate with partners to develop and assist with the adoption of systems to track opioid project outcomes data.
  • Maintain data collection for the county that includes outcomes data for funded strategies.
  • Monitor and report performance measures for opioid settlement-funded projects as required by the NC Department of Justice.
  • Provide localized, in-depth technical assistance for community partners to successfully implement, monitor, and evaluate funded projects.
  • Develop technical assistance training opportunities to enhance the capacity of community partners to implement, monitor, and evaluate projects.
  • Develop tools to support partners in project implementation.
  • Audits work of partners and/or providers that receive opioid settlement funding and participate in the development of recommendations regarding monitoring reports, operating methods, procedures, and provision of services by the service provider of the annual funding plan.
Minimum

Education and Experience Requirements:
  • Planner: A master's degree in public or human services administration or a human services programmatic field preferably with course work in human services planning and one year of experience in human service program planning or administration; or graduation from a four-year college or university and three years of administrative or consultative experience in a human service program; or an equivalent combination of education and experience.
  • Evaluator:A master's degree in the field of psychology, sociology or social work and one year of experience in research and evaluation using statistical methodologies in human service programs; or graduation from a four-year college or university and three years’ experience in research, evaluation and statistical application in the human service field; or an equivalent combination of education and experience.
Preferred Qualifications:

Demonstrated knowledge in overdose prevention, substance use disorder treatment, harm reduction, recovery, and/or drug policy. Fluent in both Spanish and English both oral and written.
