Responsibilities
  • Perform supervisory responsibilities of engineering staff and administrative review of highly technical civil engineering issues and decisions.
  • Perform and manage technical review of engineering design elements (grading, roadway design, geotechnical, utilities, stormwater, access management) in accordance with the County's Design Standards, Land Development Code and other applicable regulations.
  • Coordinate with Construction Group Manager for construction inspection of land development applications in accordance with the County's Construction Specifications.
  • Serve as the liaison engineer between County departments, customers, consultants and the public regarding technical development engineering issues and decisions.
  • Conduct detailed review and analysis of construction documents and other technical information to assure compliance with county standards, general civil engineering practices and conditions of approval required by the Board of County Commissioners; evaluate conformity to standards and permit requirements for quality assurance in development applications; review submitted cost estimates concerning Development Improvement Agreements, as required.
  • Attend public or governmental information meetings to provide an engineering interpretation of plans and to answer engineering questions as they relate to Public Works or Development Engineering.
  • Provide customer service by coordinating and communicating effectively and efficiently with developers or their representatives regarding engineering issues pertaining to the land development process, applications or construction documents and respond to public inquiries concerning County requirements, standards and policies.
  • Meet with applicants, developers and their consultants to discuss project applications and confer on design solutions for various technical engineering issues; review exemption applications for right-of-way requirement, easements, drainage and access.
  • As authorized by the Engineering Director, execute and extinguish development improvement agreements and construction contracts incidental to the completion of improvements as required by the planning process.
  • In conjunction with the Construction Group, coordinate and perform field inspections of construction work on streets, storm drains, sidewalks, curbing, gutters and various other improvements ensuring construction meets accepted plans.
  • Coordinate with contractors, consultants, utility companies and County staff regarding Public Works and Development Improvement Agreements in respect to road, sewer, storm water drainage and other construction items.
  • Assist in the management of Capital Improvement Program projects from planning and design through construction and substantial completion.
  • Prepare contracts for engineering services to meet County requirements for construction projects; develop scope of services, manage RFQ and/or RFP process, coordinate review with other project team, rate and recommend selection of consultants, negotiate contracts and administer the contract.
  • Manage engineering contracts by conducting review meetings, assisting in data collection, reviewing progress, coordinating data collection and design review with staff; communicate and coordinate terms of permit conditions with Federal and State agencies and consultants.
  • Review and approve preliminary survey and plans, final plans and bid schedules for projects; meet with consulting engineers to review plans.
  • Assist with bidding capital projects by compiling and coordinating distribution of bid documents, answering questions from bidders, issuing addenda, reviewing bids for acceptability and assisting with preparation of newspaper advertisement.
  • Prepare, review and update technical manuals and specifications.
  • Perform other related duties as assigned.
