About the Position

This entry-level professional engineering position supports the Highway and Bridge Design Division by applying basic engineering principles and providing engineering management for the County’s Capital Improvement Program. Responsibilities include developing and reviewing project resumes, coordinating and negotiating A/E consultant services, directing design efforts, developing and reviewing engineering plans, and managing utility relocations. The role requires initiative and independent judgment while working under general supervision, with performance evaluated based on the ability to deliver projects on schedule and within budget.

About

the Agency

The Department of Public Works and Transportation (DPW&T) is responsible for nearly 2,000 miles of County-maintained roadways that range from rural to urban classifications. The transportation infrastructure includes 900 bridges, as well as shoulders, sidewalks, curbs/gutters, stormwater management facilities, driveway aprons and nearly 3,000 acres of grassy area — all of which are maintained by staff of the Department. DPW&T’s workforce keeps the County’s various services moving by performing a myriad of activities including snow and ice removal, upgrading traffic signals, installing street lights, clearing fallen trees, unclogging drainage inlets and maintaining stormwater management facilities, as well as performing roadway repairs from potholes and sidewalk trip hazards to bridge repairs and resurfacing projects and more.

  • Oversees multiple assigned projects, ensuring compliance with permits, certifications, and regulatory requirements.
  • Develops and evaluates project concepts utilizing computer-aided design (CAD) applications such as Bentley Systems Micro Station and Open Roads Designer and Geographic Information Systems applications such as Esri ArcGIS Pro.
  • Manages projects through all phases, from scope development to construction advertisement.
  • Reviews consultant progress schedules monthly and processes them within five working days.
  • Issues consultant delinquency notices immediately when schedule slippage occurs.
  • Conducts weekly verbal check-ins with consultant project managers to track status.
  • Continuously monitors consultant performance in accordance with County guidelines.
  • Initiates coordination meetings, correspondence, or follow-up actions upon receiving or anticipating clarification requests.
  • Schedules and conducts project initiation meetings within five working days of Notice to Proceed, including all affected agencies.
  • Develops detailed CIP project scopes, resumes, and schedules for large and complex projects.
  • Research assigned projects and coordinates with internal and external stakeholders to gather required background information.
  • Maintains awareness of related transportation projects, development activity, and agency coordination needs.
  • Monitors potential conflicts with other projects and initiates coordination to resolve issues.
  • Maintains working knowledge of County transportation and trail master plans.
  • Tracks other outside federal, state and local government, private development, utility, and other DPW&T projects that may impact assigned work.
  • Reviews, evaluates and develops technical submittals for complex road and bridge projects utilizing CAD applications and Adobe Acrobat Pro.
  • Conducts detailed technical assessments to ensure feasibility, practicality, and completeness of designs.
  • Identifies applicable design standards for consultants prior to project initiation meetings.
  • Performs thorough reviews to identify non-compliant design elements and unacceptable practices.
