Position: FULL-TIME DELEGATING NURSE/CASE MANAGER (REGISTERED NURSE)

Job Summary

The Nurse is responsible for providing professional nursing care through skillful assessment, planning, implementation, and evaluation of established policies and procedures. The role includes on‑call accountability and oversight of nursing care needs for participants, as well as clinical oversight of unlicensed staff, ensuring compliance with the Maryland Nurse Practice Act, DDA regulations, and EBED standards.

Essential Duties and Responsibilities
  • Comply with the Maryland State Board of Nursing Practice Act/COMAR 10.27.22.
  • Assess and evaluate the medical appropriateness of individuals considered for admission into EBED’s programs.
  • Provide 24‑hour accountability/responsibility via telecommunication for nursing care (on-call every other week). Oversee residential settings and delegate instructions to part‑time Registered Nurses, Licensed Practical Nurses, and unlicensed personnel.
  • Complete nursing assessments and establish goals/objectives through a nursing care plan, including 45‑day reviews or 90‑day reviews as applicable.
  • Provide hospitalization and post‑hospitalization interventions, quarterly medical reports when warranted, and follow‑up or care plan revisions as determined.
  • Determine when individuals do not meet delegation criteria and require more complex medical management.
  • Develop orientation and ongoing staff training programs related to nursing/medical issues.
  • Organize and provide ongoing staff training required by state regulations, including a Medication Technician Training Program.
  • Maintain certifications and comply with EBED’s training requirements.
  • Administer medical and nursing interventions outside the scope of unlicensed staff (e.g., injectable medications, immunizations, physician‑ordered treatments).
  • Supervise unlicensed personnel in scheduling, completing, documenting medical visitations, and coordinating follow‑ups. Act as a medical liaison when required.
  • Relay pertinent medication, diet, and medical information to administrative and supervisory staff.
  • Participate in Admission, Discharge, and Interdisciplinary Team meetings for residential individuals and community‑based individuals served by EBED.
  • Participate in licensing surveys.
  • Comply with HIPAA privacy guidelines and maintain confidentiality of participants’ records.
  • Follow nursing practice standards/DDA regulations for all nursing interventions and documentation.
  • Initiate a quality monitoring system to oversee medication administration and assess competency of nursing staff per DDA regulations and EBED standards.
  • Conduct site visits to audit nursing assignments and ensure compliance.
  • Review Monthly Medical Reviews and monitor medication aides to ensure compliance with Maryland Board standards.
  • Evaluate sites to maintain optimal safety for participants.
  • Update all health information, contact reports, and behavior incidents in participants’ files.
  • Perform other job‑related duties as assigned.
Experience and Qualifications Education
  • University degree in a related field and a current Registered Nurse license in the State of Maryland or an accepted multi‑state license.
Knowledge, Skills, and Abilities
  • Current CPR training.
  • A minimum of three (3) years of nursing experience.
  • Experience in developmental disabilities as a delegating case manager/nurse is preferred.
  • No weight restrictions.
  • Expected to travel to sponsored residential sites and other community settings.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal and time‑management skills.
  • Proven ability to handle multiple projects and meet deadlines in a fast‑paced environment.
