Job Description Summary

This position is for a Designer/Project Manager in the Engineering Division of the Public Works Department. This is a mid-level engineer position with responsibilities that include but are not limited to traffic engineering, designing and project managing road, bridge, drainage, construction, and other projects as assigned. This position requires the applicant to be proficient using AutoCAD Civil 3D Design Software.

Job Description
  • Design/Project Management - 50%
  • Design of roadway, stormwater, and irrigation facilities using AutoCAD Civil 3-D.
  • Perform and review traffic engineering studies and crash analysis studies for different locations throughout Weld County.
  • Project manage construction projects through all phases including design, right-of-way acquisition, utility relocations, and construction including writing of requests for proposals, specifications, bid documents, bid tabulations, and agreements.
  • Ability to work with and direct contractors on job sites to construct road and bridge projects.
  • Work with, train, coordinate, or perform the activities of lesser skilled personnel.
  • Drafting, design, and development of construction drawings, preparation of specifications, process studies, research investigations, report preparation and other activities of limited scope requiring knowledge of related principles and practices.
  • Demonstrated use and application of County Code, ordinances, policies, CDOT specifications for road and bridge construction, AASHTO, MUTCD, FEMA guidance, and other applicable references for assignments and customer service issues.
  • Recommend infrastructure improvement and assist in planning efforts.
Administration - 40%
  • Coordinate and participate with Public Works Divisions to develop project construction and design schedules.
  • Prepare preliminary and detailed cost estimates and determine project design and construction feasibility.
  • Communicate effectively with staff, Commissioners, other County departments and outside agencies, construction contractors, consultants, private companies, and the public.
  • Receive and help resolve complaints related to engineering and project management issues.
Other Duties as Assigned - 10%
  • Demonstrated independent evaluation, selection, and application of standard engineering techniques and criteria with judgement and ingenuity for minor adaptations.
  • All work is reviewed by a supervisor or professional engineer.

Required Qualifications Required Education
  • High school diploma/GED
Preferred Education
  • Bachelor s degree in civil engineering or related field.
Required Work Experience
  • Four+ years  experience including working as a civil engineer with emphasis in traffic engineering, design experience with roadways, drainage, and/or bridges, or project management during construction of roadway, drainage, or bridge projects.
Preferred Work Experience
  • Traffic engineering with an understanding of traffic impact studies and traffic crash analysis. Familiarity with Di Ex Sys  Road Safety Analytics program.
Licenses and Certifications
  • Valid regular Colorado driver s license by the employment start date and maintain a valid license for the duration of employment.
  • Must have already passed the Fundamentals of Engineering and are considered an Engineer in Training upon hire.
  • Ability to obtain their Professional Engineering license in the state of Colorado within one year.
  • Ability to be MSHA certified.
Knowledge,

Skills And Abilities
  • Knowledge of design of County roadways, pavements, drainage, small bridges and Public Works projects of average complexity or conventional engineering skills.
  • Knowledge of traffic engineering practices including data collection and interpretation.
  • Knowledge of crash analysis practices including statistical calculations and pattern determinations.
  • Knowledge in hydrology and hydraulic analysis for drainage and bridge design using HY-8, Culvert Master, Flow Master, and working knowledge of reading HEC-RAS inputs/outputs.
  • Demonstrated computer skills in CAD drafting, spreadsheets, Adobe Professional, and word processing.
  • Ability to communicate professionally with the public, coworkers, and elected officials.
  • Background checks: pass; substance use screening: pass; random screening; physical demands evaluation post offer.
