Position: Health Access Program Coordinator (Bilingual Preferred)
Classification: Non-Exempt
Reports to: Regional Health Access Program Manager
Location: Northern Colorado Health Network;
Greeley/Fort Collins, CO
Starting Salary: $21.94 per hour (3 years or less experience) - $23.00 per hour (3+ years of experience)
Position SummaryResponsible for coordinating aspects of the State Drug Assistance Program (SDAP) with an emphasis on client enrollment with health insurance plans, eligibility, and assisting clients in navigating medical insurance. For the first time ever, individuals who do not meet the residency requirements to enroll in Medicare, Medicaid, or standard insurance plans have an opportunity to enroll in comprehensive insurance through the Colorado Connect insurance enrollment mechanism and Omni Salud.
The primary focus of this position will initially be to outreach to individuals on the Colorado State Drug Assistance Program who are currently uninsured and offer assistance in enrolling into such an insurance plan that is accepted at their current medical facility if they choose to do so. There is an enrollment window between November 1st and January 15th to enroll as many individuals as possible.
Once this window is closed, this position will revert to the duties of the standard Health Access Program Coordinator, which is posted below.
It is an essential function and business necessity of the job that all employees are vaccinated and that all new hires will be required to be vaccinated within four weeks of hire. CHN requires proof of vaccination as this is a business necessity of the job. CHN will discuss reasonable exemptions for medical and religious purposes. If CHN considers making an offer of employment, CHN will inquire about vaccination status at that time, including whether the new hire currently has COVID-19 or has COVID-19 symptoms.
EssentialJob Functions
- Informs clients and the public about Colorado’s State Drug Assistance Program (SDAP) and changes related to healthcare reform.
- Works with the statewide AIDS Service Organizations and the Colorado Department of Public Health and Environment to troubleshoot aspects of the Health Access Programs.
- Completes program enrollment appointments with Health Access Program clients.
- Assists with client enrollment in private health insurance plans through Connect for Health Colorado, Colorado Connect, Colorado Medicaid, and Medicare.
- Assists clients in the completion of paperwork required for program participation.
- Collects, processes, and compiles data for client paperwork.
- Coordinates invoice processing and bill payments for clients enrolled in program.
- Works with partnering clinics and pharmacy staff to troubleshoot client issues with accessing health insurance and medications.
- Completes data entry for entering or updating client and payment information.
- Serves as a resource for clients regarding health insurance and healthcare access.
- Maintains positive relationships with clients and community partners.
- Sends three documented recertification reminders (email, phone, and letter) to Spanish-speaking clients who have expired from the SDAP HIAP and SPAP programs.

QualificationsBilingual (English/Spanish) fluency is highly preferred for this position.
Preferred QualificationsExperience in a similar capacity, preferably as a Certified Application Counselor or Health Coverage Guide with Connect for Health Colorado, Health Care.gov or another insurance marketplace; with direct client contact, and/or a customer service background; knowledge of health insurance and health care system. Ability to prioritize workload, function independently and collaborate with colleagues; strong attention to detail; demonstrated written and verbal communication skills;
a working knowledge of Microsoft Office; training in cultural competency; knowledge of HIV and related issues.
