Phillips 66 & YOU – Together we can fuel the future The Environmental Specialist II, Greeley LDAR will specialize in leak detection and repair compliance for Phillips 66 Midstream assets in Weld County. The specialist will leverage data and technology to drive continuous improvement, while collaborating with cross‑functional stakeholders to contribute to audit and compliance initiatives and help shape the organization’s environmental strategy.

The Phillips 66 Midstream business is a safe, reliable, and trusted provider for the movement, storage, gathering, and processing of liquid or gas energy via pipelines or terminals. It operates more than 70,000 miles of pipelines and delivers finished products to consumers and storage facilities. Its capabilities include extensive natural gas gathering and processing operations, enhancing its wellhead‑to‑market strategy.

What You’ll Do
  • Coordinate and conduct field assessments of environmental matters to ensure compliance with federal, state, and local regulations, as well as company policies and procedures.
  • Serve as the primary contact for LDAR compliance management for Weld County.
  • Coordinate annual Subpart W inspections in Weld County.
  • Lead the implementation and ongoing compliance related to the Colorado Consent Decree.
  • Develop responses to EPA 114 requests related to Weld County LDAR programs.
  • Develop responses to EPA/CDPHE audit requests.
  • Communicate with state and federal agencies at least quarterly for program updates.
  • Coordinate LDAR contractors to ensure competent and professional LDAR services are provided to the business unit.
  • Ensure all Weld County LDAR compliance events are reported, properly risk ranked, and investigated as necessary to identify root causes and corrective actions.
  • Create and maintain environmental project management records in SAP.
  • Coordinate and deliver audit assignments, ensuring corrective actions and continuous improvement.
  • Provide expert advice on regulatory interpretation, policy application, and compliance management.
  • Develop and deliver environmental training; support operational compliance reviews and audits.
  • Oversee compliance operational monitoring and data gathering as required by permits and regulations.
  • Stay current on environmental regulations, industry best practices, and emerging technologies.
Required Qualifications
  • Legally authorized to work in the United States.
  • High School Diploma or GED.
  • Valid driver’s license.
  • One or more year(s) of LDAR and/or environmental compliance experience.
  • Working knowledge of environmental regulations and permit determination requirements.
Preferred Qualifications
  • Bachelor’s degree or higher in science or engineering.
  • Experience using OGI camera.
  • Experience using Method 21 equipment.
  • Experience with SAP.
  • Intermediate or greater proficiency with Microsoft Office.
Compensation Range

This position has a base salary range of $106,200 – $129,800.
