Responsibilities
  • Perform advanced work in civil engineering under the direction of the Engineering Manager.
  • Provide AutoCAD and Civil 3D design work for road, intersection, and bridge construction plans; field construction grade staking; inspection; topographic surveying; and stormwater management planning and field practices.
  • Carry out traffic studies for intersection improvement project design; serve as project engineer/manager for in-house and outside highway projects.
  • Coordinate with county employees, outside contractors, utilities, land owners, and residents; assist the Engineering Manager with tasks and project coordination.
  • Manage and administer design and construction projects within the engineering division; oversee highway design, construction plans, specifications, contractor documents, surveying, and project management.
  • Conduct traffic engineering studies on highways and intersections based on volume, capacity, accident data, access control, and available resources.
  • Perform traffic counts and compile traffic accident data; manage access control, driveway permits, building and sign setbacks, and use of highway by utilities.
  • Review and approve plans and specifications for design and construction projects by consultants; perform AutoCAD and Civil 3D design work for roadway, bridge, intersection, and related projects.
  • Prepare engineering plans, specifications, cost estimates, and budgets; coordinate WisDNR stormwater management plans and permits for construction projects; inspect erosion control and ensure compliance.
  • Direct and supervise highway crew workers, contractors, and utility workers during road, intersection, and bridge construction; monitor field quantities and contractor invoices for payment; handle change orders and traffic control decisions for safety.
  • Assist with material cost/quantity calculations; support other county departments on road, parking lot, and drainage project estimates.
  • Prepare and review highway design investigation reports in accordance with WisDOT regulations for wetlands, environmental, archeological/historical surveys, pavement design, underground contamination, utility coordination, and railroad crossings.
  • Prepare and present project information at public and official meetings; assist with federal and state funding applications for bridge and roadway improvements.
  • Prepare and review contracts with designers, contractors, and suppliers; coordinate with towns requiring engineering services and provide technical assistance; oversee and mentor summer interns.
  • Determine intersection controls (including roundabouts and traffic signals); assist with road closures and detour notifications; assist in securing aggregate and asphalt materials as needed.
  • Coordinate with engineering consultants for asphalt testing (density, aggregates, asphalt quality) and provide technical assistance for troubleshooting.
  • Report and obtain annual/semi-annual permits with WisDNR and with the Wisconsin Division of Trade and Consumer Protection (WDATCP) related to the asphalt plant.
  • Assist the Senior Planner in developing, administering, and providing technical assistance with WisDNR municipal storm water permits.
  • Assist in access control, driveway permits, building and sign setbacks, and highway utility use; perform related functions as assigned.
Qualifications
  • Working knowledge of civil engineering principles, especially highway design and traffic engineering.
  • Extensive knowledge of computerized department software, internet, databases, spreadsheets, and word processing.
  • Ability to manage projects, schedules, and budgets; knowledge of highway construction, drainage, surveying, materials, maintenance, and equipment.
  • Knowledge of laws, codes, and regulations related to roadway construction; ability to inspect work and materials and interpret drawings and specifications.
  • Strong mathematical, data analysis, and technical report writing skills; ability to establish and maintain effective public and working relations.
  • Excellent communication skills, both oral and written; ability to work required hours.
