. The position is primarily responsible for preparation and analysis of budget, finance management operations, and business information services operations for the Health & Human Services Department, and will be cross‑trained with other Brown County financial functions.

Responsibilities
  • Directs the planning, organization and development of budget, business and information services initiatives for the Health & Human Services department within federal, state and county guidelines.
  • Plans, organizes and prepares the annual Health & Human Services budget in compliance with State of Wisconsin and Department of Administration regulations.
  • Facilitates the budget process with department management, explaining budget goals and objectives.
  • Monitors expenditures/charges, utilizes state/federal funds and ensures compliance within budget limitations for overall budget and individual cost centers.
  • Coordinates all financial aspects of day‑to‑day operations including accounting, forecasting, billing, collections, reporting, payroll, purchasing and protective payee.
  • Conducts strategic analysis of revenue streams to maximize revenue for the department.
  • Oversees the day‑to‑day operations of financial accountants and supervisors, plans and assigns work, provides training, conducts performance evaluations, and recommends hiring and corrective actions.
  • Maintains awareness of federal, state and county laws, regulations and local requirements impacting funding.
  • Communicates monthly financial forecasts with department supervisors and other administrative positions responsible for specific cost centers.
  • Completes required state and federal reports and ad‑hoc analysis of financial projects and policy changes.
  • Provides presentations to board, committees and interested parties on fiscal matters, including the annual budget.
  • Oversees the establishment of Medical Assistance rates and other billing rates.
  • Serves as financial liaison for Medicaid and Health & Human Services audits and represents the department in local and state financial groups.
  • Develops and recommends policies and procedures to improve financial operations and promotes positive workplace environment.
  • Engages with other county departments, agencies and community organizations to maximize cooperation and create partnerships.
Qualifications
  • Knowledge of federal/state government accounting principles, policies and fiscal expectations of counties, including those related to nursing homes, psychiatric hospitals, social services, mental health or alcohol and drug abuse programs.
  • Knowledge of computerized management information systems, budgeting and revenue enhancement, billing and collections functions, labor contracts and personnel management practices.
  • Ability to analyze and interpret complex reports, supply effective oral and written communication, and utilize reference and advisory data and information such as financial forecasts and audits.
  • Strong supervisory skills, ability to manage exempt and non‑exempt personnel, and to develop effective working relationships with county agencies and community providers.
  • Ability to perform high‑level mathematical operations, descriptive statistics and prepare/interpret advanced statistical reports.
  • Demonstrated judgment, decisiveness, creativity, and independent decision‑making in program direction, control and planning.
  • Work the required hours of the position.
