Position: Planner I

JOB SUMMARY

This position is an entry level professional planning position that assists in current and long-range planning efforts, including land development review and analysis and planning studies in support of new and updated programs and regulations.

ESSENTIAL JOB FUNCTIONS

  • Represents the city in a professional, dignified manner at all times both in actions and appearance.
  • Demonstrate competent knowledge of all applicable policies, codes, ordinances, regulations, and statutes.
  • Demonstrate competent knowledge of all divisional Key Functions and their associated processes.
  • Primarily evaluates, prepares, presents, and processes amendments to the City’s Comprehensive Plan, Land Development Code (LDC), and Code of Ordinances in a manner consistent with applicable local, state, and federal laws.
  • Confers with Developers, Engineers, Architects, Landscape Architects, Surveyors, and members of the public on applications related to the Planning Division.
  • Attends and/or provides staffing support as necessary for the following types of public meetings:
    • City Council
    • Planning and Zoning Commission
    • Special Magistrate
    • Community Redevelopment Agency
  • Reviews Site Development Plans Subdivision applications, Lot Splits, Variances, Special Exceptions, Building, Sign and Tree Removal Permits.
  • Performs inspections of ongoing construction work to ensure compliance with the Comprehensive Plan and Land Development Code (LDC) prior to the issuance of a Certificate of Occupancy or Certificate of Completion.
  • Point of contact for walk‑ins and phone calls regarding technical planning issues/questions.
  • Reviews Business Tax Receipt applications for Land Development Code (LDC) compliance.
  • Assists in the Comprehensive Plan annual reports and research.
  • Assists in departmental research and technical report preparation.
  • Shall be responsible for updating and providing quality control for the Development Service’s Arc Pro GIS system.
  • Assists in resolving citizen and customer issues.
  • Attends a substantial number of evening meetings.
  • Presents staff reports and other information to the Planning and Zoning Commission and other Boards and community groups.
  • Performs special projects and other duties as assigned.
Education and Experience

Bachelor’s degree required (Master’s degree preferred) in urban planning, architecture, construction management, social sciences, or related field. One year of planning experience is required.

Licenses or Certifications
  • Possession of a valid Class "E" Florida Driver’s License and compliance with vehicle use policy requirements, Section 8.15(c) in the City's Personnel Manual.

Knowledge,

Skills and Abilities
  • Knowledge of the planning principles and practices.
  • Knowledge of general office operations, procedures, organization, files, and records.
  • Knowledge of ARC GIS software.
  • Ability to exercise good judgment in applying Codes, requirements, policies, and procedures.
  • Ability to read maps, plans, construction drawings, surveys, and other technical and graphic documents.
  • Ability to use and operate office equipment, computer word‑processing, spreadsheet, permit tracking, agenda preparation software and database programs.
  • Ability to express information and ideas effectively, both in writing and orally.
  • Ability to work independently with general supervision and direction.
  • Ability to establish and maintain effective working relationships with City department heads, supervisors, contractors, builders, other employees, and the general public.
PHYSICAL DEMANDS

The work is light and requires the ability to exert up to 25 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Also requires the following physical abilities: manual dexterity, grasping, mental acuity, reaching, speaking, auditory acuity, visual acuity, driving, walking, and bending.

WORK ENVIRONMENT

Work is performed predominantly inside but will be required to conduct site visits and inspections as part of the job requirements.
