Position: *Clinical Services Nurse Specialist II Pool 2026

Guilford County Public Health will consider upcoming graduating Nursing Students for vacant Nursing positions. A contingent job offer will be made, based on receiving a Nursing Licensure (RN).

GENERAL STATEMENT OF DUTIES

The nurse in this position functions independently under state and agency guidelines and policies in specialty roles and generally without onsite supervision. Work is performed under the direction of a Nurse Services Supervisor or Nurse Services Manager.

DISTINGUISHING FEATURES OF THE CLASS

The Nurse Specialist II has acquired all competencies of Nurse Specialist I. The Nurse Specialist II works in a lead role on a regular basis in a clinical community setting, closely with the Nurse Manager or Nurse Services Supervisor to review clinical services and needs. Additional training in the area of specialty may be required. Work is distinguished from the Nurse Specialist I by regular lead roles and coordination and accountability of services provided during clinic operations.

The Nurse Specialist II plans and implements services to meet the physical, mental, and social needs of the client.

The Nurse Specialist provides public health nursing services to individuals, families, and population groups. Nursing actions are directed toward goals of prevention, assessment, risk reduction, and health status improvement. Nursing activities include systematic analysis of health data, care plan development, health education and advocacy, coalition building, and collaboration with community partners. PHNs collaborate with multidisciplinary and multi‑agency teams to achieve desirable outcomes for families and communities.

The Nurse Specialist interventions occur at individual, family, community, and system levels depending on the responsibilities of the position and the issues involved.

DUTIES AND RESPONSIBILITIES ESSENTIAL DUTIES AND TASKS
  • Works in a specialty clinic or community health program requiring advanced training (e.g., Enhanced Role RN, School Health, Case Management, Home Visiting, Immunization Nurse, etc.).
  • Serves as charge nurse in the clinical setting.
  • Triages clients to determine needs and priorities, utilizing independent judgment.
  • Coordinates and ensures clinic flow; during clinical operations, the Specialist II directs and evaluates the work of ancillary staff.
  • Provides training to new staff members on developing and planning ongoing nursing health care programs in areas of specialization.
  • Provides input into training needs of other RNs and ancillary staff.
  • Provides input into evaluations of subordinates.
  • Works closely with the Nurse Services Supervisor or Nurse Specialist Supervisor in reviewing clinical services and needs.
  • Serves on community‑based committees and advisory boards.
  • Attends in‑service education programs at the Public Health Department and workshops elsewhere to stay current in nursing and related fields.
  • Utilizes the skills of a registered nurse in promoting wellness in a fast‑paced clinic setting including Family Planning, STD, Primary Care, Maternal Health, and JustTEENS Clinics.
  • Interprets physician findings and provides prescribed treatments and medications.
  • Follows up on communicable diseases in Guilford County.
  • Immunizes children and adults.
  • Provides ongoing surveillance and monitoring of activities related to communicable diseases following CDC, North Carolina, and Guilford County guidelines/protocols.
