The Children’s Developmental Services Agency (CDSA) is one of a statewide network of 16 regional agencies that provide interdisciplinary early intervention supports and services through the North Carolina Infant Toddler Program to infants and toddlers, birth to age three, and their families identified as at risk for or experiencing developmental delays. The CDSA is the local lead agency for the Infant Toddler Program (ITP) in North Carolina, a federally mandated program under Part C of the Individuals with Disabilities Education Act.
The ECU Greenville CDSA is a part of the ECU Brody School of Medicine’s Department of Pediatrics and contractually serves as the primary portal of entry for the North Carolina Infant Toddler Program for seven counties in the eastern region of the state:
Pitt, Martin, Bertie, Hyde, Beaufort, Greene and Wayne.
- Supports the staff in developing appropriate Individualized Family Service Plans (IFSPs) and intervention strategies based on an assessment of the child strengths and needs, as well as the assessment of the family concerns, routines, resources, and priorities. Provides guidance both individually and through a team approach regarding a range of issues such as family dynamics, community resources, and interagency collaboration.
- Provides administrative supervision, guidance, and technical assistance to interpret Infant‑Toddler Program guidelines to the staff. Assigns cases to staff based on skills necessary to meet the needs of the child and family, geographic location of family and other variables; reviews workflow, client caseload, and other responsibilities staff members may have to ensure parity and appropriateness of assignments. Monitors quality and quantity of the staff’s work through direct observation in the field, written and verbal appraisals of performance in areas of required competency, review and monitoring of documentation submitted, review of timesheets, staff and family feedback, data‑based efficiency, tracking and other performance reports, and through semi‑annual and annual Work Performance Reviews.
- Ensures direct care activities and documentation are in compliance with Infant‑Toddler Program requirements as well as Medicaid (and private insurance) requirements.
- Ensures Infant‑Toddler Program requirements and procedural safeguards are followed. Assures services authorized are appropriate to the needs of the child and family and are provided in a manner that is consistent with the values of the Infant‑Toddler Program and Child and Family Rights.
- Facilitate strengthening family knowledge by following established standards at the CDSA level through on‑going training and/or by requesting technical assistance to ensure staff have the necessary tools, supports and can implement strategies that serve to empower and increase family competence, confidence and knowledge of how to navigate and access community resources.
- Ensures staff use evidence‑based practices to support infants, toddlers and families that are referred to and enrolled in the North Carolina Infant‑Toddler Program (N.C. ITP) are consistent with Branch Vision and Mission and are based on the strategies enumerated in the State Systemic Improvement Plan including natural learning environment practices, resource‑based practices, coaching interaction style, and Pyramid Model practices.
- Enters and maintains data on child and family required by DHHS via data system.
- Participates in the interviewing and selection process when hiring new staff.
