Organizational Unit Overview

Facilities Services is a unit in Campus Operations Division, which is a part of a broad division of Administration and Finance that includes all aspects of facilities management at East Carolina University. East Carolina University is the third largest university in the University of North Carolina system with approximately 28,000 FTS and a staff of over 6,000. The university is comprised of more than 7 million square feet of facilities located on approximately 1400 acres with physical assets in excess of $1.5 billion.

This includes the Main, Health Sciences, and West Research Campuses, and satellite locations throughout North Carolina associated with university programs. Facilities Services has an annual budget in excess of $30 million and employs approximately 500 FTE. Major functions include facilities maintenance and housekeeping services. Facilities Services' primary purpose is to plan and perform corrective and preventive maintenance functions on all building structures and equipment and utility infrastructure.

Corrective maintenance returns equipment to optimal design performance after failure or upon degradation from age, adverse operation conditions, etc. Preventive maintenance minimizes equipment failures and reduces corrective maintenance.

Job Duties
  • Responsible for daily operations and maintenance of approximately 4.5 million square feet of buildings and structures on Main Campus, including Academic and Administrative, Residence and Dining Halls, Athletic Facilities, etc.
  • Manage daily Utilities Services operations through seven direct reports (manager, administrative, purchasing, and supervisors) and oversee approximately sixty employees within shops that include electrical, life safety, HVAC, controls, steam, and plumbing.
  • Manage the departmental budget, all personnel actions (staffing, evaluations, disciplinary action, etc.), procurement (materials, tools, contracts), and provide technical direction to others.
  • Maintain knowledge and understanding of all utility systems, including electrical medium voltage grid, life safety systems (fire alarm and fire sprinkler) and elevators, mechanical HVAC systems ranging from multi‑chiller central plants to mini‑split systems with complex building automation, domestic and well water systems, wastewater system, and steam systems (four boilers capable of producing 270 lb/hr of steam).
  • Assess and prioritize deferred maintenance needs for utility systems and participate in planning, design, and completion of university construction projects, including new buildings and renovations.

Qualifications


  • Minimum Education /

    Experience:

    Bachelor’s degree in the engineering discipline related to the area of assignment, or equivalent combination of training and experience. Some positions may require licensure by the North Carolina Board of Examiners for Engineers and Surveyors. All degrees must be received from appropriately accredited institutions.


  • Preferred Experience , Skills, Training/

    Education:

    Prefer Licensed Registered Engineer in the Electrical or Mechanical Field.
  • License Or Certification Required By Statute Or Regulation: None.
