Position Summary

Manages the operation and maintenance of utilities systems and equipment. Manages in-house construction and special project activities performed by Utility Systems supervisors and staff. Assists Facilities and Properties during hospital construction projects. Responsible for the training and development of assigned supervisors and staff. Provides assistance to the Administrator in the development, implementation, monitoring, and enforcement of policies, procedures, and codes. Responsible for procurement of equipment, materials, and supplies for assigned divisions.

Participates in committees and other forums to resolve issues related to Plant Operations. Provides timely operational updates and long range utility planning to the Administrator. Provides direction and support to assigned staff and other divisions where appropriate. Coordinates energy management initiatives. Participates in the Manager On-Call rotation. Performs other duties as assigned.

Responsibilities
  • Manages and maintains maintenance and testing programs for the main hospital mechanical and electrical systems, other campus and related facilities, including various hospital equipment and components. Ensures proper operation of these systems and performs troubleshooting when systems are not operating as designed.
  • Coordinates utility system related activities during in-house construction and special projects, including programming, project cost estimation and design of plumbing, mechanical and electrical systems. Oversees in-house construction work and equipment installation to ensure that work is performed within the appropriate codes and guidelines.
  • Responsible for the approval and coordination of utility system outages and equipment shutdowns that are necessary during construction. Assists in the testing and inspection of new systems and equipment prior to acceptance by hospital.
  • Provides training and development for assigned supervisors and staff, using in-house resources, vendor seminars, and other certified training agencies. Maintains training records and evaluates supervisory staff.
  • Assists the Administrator in the development, implementation, monitoring, and enforcement of departmental policies and procedures. Assists with interpretation and enforcement of local, state, and federal codes and regulations, including JCAHO standards.
  • Ensures all required JCAHO, DFS, and NFPA mechanical and electrical system testing is performed on schedule.
  • Purchases and procures equipment, materials, and supplies for the assigned divisions. Coordinates capital item purchases and provides paperwork for cost management and payment. Monitors expenditures and negotiates renewal of utility systems related service contracts.
  • Participates in hospital committees and forums to resolve issues in Plant Operations; includes quality initiatives, mock inspections, building tours, sub-committees, and TJC inspections.
  • Participates in the Manager On-Call rotation; provides direction and support during emergency situations and communicates with relevant administrators and on-call representatives.
  • Provides timely updates to the Administrator on data, strategies, compliance, and other operational elements. Recommends equipment capital renewal programs, system long-range plans, and new technology implementation.
  • Directs energy management initiatives; coordinates design, construction, implementation, and monitoring of energy management programs. Provides reports documenting cost savings and efficiency improvements.
Minimum Requirements
  • High School or Equivalent (GED) or higher
  • Five to seven years related experience
  • Strong supervisory experience with heavy emphasis on personnel management is required.
