Job Description
We are seeking a results-driven Project Manager II with deep experience in cost estimation, building installation, and construction planning for low-cost, small, advanced manufacturing facilities. This role is ideal for a professional who can lead EPC projects from concept through commissioning while optimizing cost, schedule, and quality.
- Project Manager II, Advanced Technology, develops, coordinates, implements, and manages all facets necessary to construct the project on time, within budget, and to the client’s satisfaction. The PM II provides leadership and serves as the liaison between project team members and the client to promote mutual interests.
- Manage medium to large projects independently including engineering efforts, ensuring proper specifications and documentation, permit support and design. Ensure proper execution of all suppliers/contractors and provide technical assistance. Prepare estimates and budgets and review expenditures to control costs. Prepare requests for materials/supplies/subcontractors. Supervises development and submission of reports and correspondence.
- Project types include Advanced Manufacturing, Pharmaceuticals, Food, Semiconductor, Data Centers, Lithium, etc. Additional responsibilities: ensure HSE is emphasized throughout all phases; develop understanding of Fluor prime contract and subcontracts; collaborate in preparation of project in accordance with contractual obligations; verify alignment of project requirements; draft baseline for PD approval; support PD to deliver the project.
Basic Job Requirements
- Accredited four-year degree or equivalent and seven years of work-related experience (or 11 years for non-degreed).
- Effective communication with management, coworkers, clients, vendors, contractors, and stakeholders.
- Job related technical knowledge to complete the job.
- Ability to learn and apply laws and guidelines.
- Attention to detail and time-conscious work.
Other Job Requirements
- Five years as Project Engineer or specialist, or similar project role and experience as design or construction engineer.
- Manage full lifecycle of EPC projects for small advanced manufacturing facilities (100k–250k sq ft).
- Lead and review detailed cost estimates at all levels.
- Perform quantity take-offs for structural, architectural, and MEP systems.
- Evaluate low-cost building systems; assess material lead times and availability; monitor prices for key materials; adjust procurement strategies.
- Identify labor requirements and estimate installation durations.
- Oversee contractor selection, bid evaluations, and contract negotiations.
- Ensure compliance with safety, environmental, and building code regulations.
- Provide regular project updates and cost reports to stakeholders.
Preferred Qualifications
- Jobsite experience and understanding of construction safety program.
- Project or area management experience in international locations and diverse cultures.
- Experience as Project Manager on a small job or as assistant/senior manager on medium EPFC/CM projects.
- Completed in-house project management courses and university courses.
- Knowledge of project design, engineering, procurement, material management, construction, commissioning, start-up, turnover, sequencing, and interfaces.
- Project Controls and Finance including scheduling, progress measurement, risk assessment, code of accounts, WBS, change management, cost control, estimating process, global pricing model, PSR, PMAR.
- Strong background in construction estimating; proficiency in quantity take-offs, labor productivity, and installation sequencing.
