Brief DescriptionUnder general direction and in compliance with standard operating procedures and policies, the Senior Accountant ensures the integrity of accounting information by recording, verifying, reconciling, and entering transactions. The role prepares and distributes a multitude of monthly financial reports for City Council Members, the City Manager’s Office, Department Directors, Comptroller, and Project Managers. Additional duties include assisting in the annual budgeting process, preparing and reviewing account reconciliations, year‑end closing, interim and annual audit preparation, the Annual Comprehensive Financial Report ("ACFR") and Popular Annual Financial Report ("PAFR"), banking and investment activities, debt and grant administration, and general accounting problem resolution.
Job Duties- Prepare Financial Data and Reports (45%) - Create, maintain, and input journal entries; serve as liaison between the City and revenue centers; prepare monthly, periodic, and annual financial and statistical reports; assist with validation and distribution; generate key financial indicators; support budgeting process; attend training and perform special projects.
- Reconcile Bank Accounts (15%) - Reconcile various accounts; resolve bank issues; monitor investment rates and records; maintain investment activity; ensure PCI compliance; perform general clerical work.
- Prepare Financial Data for Annual Audits (15%) - Assist with interim and annual audits; prepare financial statements and footnotes; prepare Schedule of Expenditures of Federal Awards (SEFA); ensure grant compliance; execute draw requests; support ACFR and PAFR distribution.
- Perform General Monthly and Annual Accounting Tasks (15%) - Monitor agreements; reconcile capital asset subledger; track capital expenditures; support debt administration; respond to inquiries with data analysis.
- Maintain Internal Controls and Process Improvements (10%) - Provide instruction to Accounts Payable and Payroll Accountants; guide process improvements; ensure adherence to procedures; review and update procedures.
- Perform other duties as assigned.
Job Requirements
- Bachelor’s degree in accounting or related field.
- Over four (4) years of accounting experience.
Preferred Qualifications
- Governmental accounting experience.
- Grant administration and compliance.
- Experience with multiple funds and enterprise funds related to modified accrual.
- Certified Public Accountant (CPA).
Driver's License Requirements
- Valid South Carolina Class D driver's license.
Knowledge of:
- GAAP and GAAS related to municipal financial reporting.
- Applicable federal, state, and local laws and regulations.
- Financial and auditing principles, internal controls, and budgeting.
- Public administration and governmental operations.
Ability to:
- Apply accounting standards and regulations.
- Reconcile accounts and resolve issues.
- Organize and manage multiple projects under time pressure.
- Serve as subject matter expert and provide guidance.
- Build relationships with coworkers, supervisors, and the public.
- Communicate technical information clearly.
- Write complex financial reports, letters, and emails professionally.
