Harris is seeking a Systems Engineering Technical Bid and Proposals Lead to join our Greenville, TX team. This position collaborates closely with the Project Engineers, Program Managers, and Engineering teams to develop and forecast high‑quality bid packages for military programs. The ideal candidate is a strategic thinker with strong technical and project management skills. The role is responsible for submitting bids and proposals and providing accurate forecasting.

• Lead the end‑to‑end development of engineering bids and proposals, ensuring timely submission of accurate bids.
• Collaborate cross‑functionally to understand the customers’ needs and work with Engineering teams.
• Oversee the creation of cost estimates, ensuring alignment with project scope, technical requirements, and budgetary constraints. Understand and review bases of estimates (BOEs).
• Identify and implement improvements to the bid process to enhance efficiency, quality, and success rates.
• Evaluate technical and cost‑related risks during the bidding phase and recommend documented strategies.
• Act as the primary point of contact for internal teams and external partners during the proposal process.
• Collaborate and coordinate with different departments (e.g., Engineering, Scheduling, Program Management).
• Excellent written, oral, and team communication skills.
• Proficiency in Microsoft Office suite.
• Ability to obtain and maintain a Secret Clearance.
• Other duties as assigned by Supervisor.

• Bachelor’s Degree with six (6) years of Systems Engineering technical bid and proposals experience.
• Graduate Degree with four (4) years of Systems Engineering technical bid and proposals experience.
• In lieu of a degree, a minimum of eight (8) years of Systems Engineering technical bid and proposals experience.
• Must be a U.S. Citizen.
