DescriptionThe Sr. Specialist, Subcontracts is responsible for the procurement of subcontracts including the management of cost, schedule and performance parameters. They implement sourcing strategies, assess supplier risk, develop mitigation plans, draft subcontract specifications, work statements, and terms and conditions for procurement of specialized materials, equipment, and services. Duties include preparing bid packages, conducting bidders' conferences, analyzing and evaluating proposals, negotiating subcontract provisions, selecting or recommending subcontractors, writing awards, administering resulting subcontracts, and coordinating additions, deletions, or modifications to subcontracts.
The role collaborates with contracts administration and purchasing to develop subcontract policies and procedures, selects methods, techniques, and evaluation criteria, and may sign supplier agreements and purchase orders within established authority.
- Senior professional with strong knowledge of the job area and broad knowledge of project management; manages complex projects or processes with general oversight; communicates to gain cooperation on operational processes, practices, and procedures; makes moderate to substantial improvements to systems and processes; contributes to departmental goals and operating plans.
- Performs work with general oversight; may manage large projects or processes inside and outside of immediate job area; provides guidance, coaching, and training to other employees; manages complex projects involving delegation of work and review of work products.
- Creates moderate to substantial improvements or enhancements to systems and processes to improve performance; solves complex problems requiring comprehensive information gathering, analysis, and investigation.
- Achieves operational targets with direct impact on departmental results; contributes to the development of departmental goals and planning efforts (budgets, operational plans, etc.).
- Bachelor’s Degree and minimum 6 years of prior relevant experience, or Graduate Degree and a minimum of 4 years of prior related experience, or in lieu of a degree, minimum of 10 years of prior related experience.
- Active DoD security clearance at the Secret level required; must be a U.S. citizen.
- Experience in Procurement/Subcontracts.
- Extensive background in troubleshooting within SAP.
- Negotiation expertise in both cost and terms and conditions.
- FAR and DFAR’s understanding is essential.
- Negotiates supplier statements of work.
- Tailors and negotiates terms and conditions for procurement of specialized materials, equipment, and services.
- Negotiates and coordinates additions, deletions, or modifications to subcontracts.
- SAP experience.
- 7+ years experience with highly complex multi‑year high‑dollar subcontracts.
- Experience in preparing, reviewing, and managing Supplier Statements of Work.
