Overview
Manages encroachment permit processes for both Edgefield and Saluda Counties. Coordinates with permit applicants to prepare and review all permit applications, verifies information for accuracy, and processes applications in the Encroachment Permit Processing System (EPPS) for the appropriate review and approval by the Resident Maintenance Engineer or District Permit Engineer.
Responsibilities- Process encroachment permit applications for review and approval by the appropriate Resident Maintenance Engineer.
- Inspect encroachment permit work for permit compliance according to department policies and procedures.
- Assist the Saluda Resident Maintenance Engineer with managing maintenance contracts and roadway inspections for Saluda County.
- Assist with logistics concerning the District Bridge Crew, including surveying of lines and grades, erosion control measures, traffic control, utility conflict resolution, scheduling, coordination or repairs with other county units, and documentation of repairs on bridge projects.
- Assist with preparing and inspecting Saluda County maintenance contracts (e.g., vegetation management, concrete repairs, drainage repairs, herbicide applications, roadway sweeping).
- Conduct regular field inspections of approved encroachment permits in Edgefield and Saluda Counties to ensure work meets permit requirements in accordance with department policies and procedures.
- Perform routine roadway and right-of-way inspections (shoulders, pavement markings, signs, surface repairs, drainage, guardrail, vegetation) for Saluda County.
- Assist with logistics for District Bridge Replacement/Repair crew projects, including technical survey-grade layout, traffic control, erosion control installation and inspection, utility conflicts, scheduling, and coordination with other county maintenance units.
- Assist with assessing work requests, preparing reports, and performing other related administrative duties as needed.
- Perform other related duties as assigned.
A high school diploma and two (2) years of progressively responsible engineering technician related experience; or an approved acceptable equivalence. Attainment of a Technician Certification in accordance with the SCDOT Technician Certification Policy may substitute for six (6) months of directly related experience.
Physical DemandsThe physical demands for the essential functions involve frequent bending, kneeling, stooping, and lifting up to 50 lbs. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May require occasional exposure to noise. May require working outside of normal work schedules and weekends.
