Position Overview

Resumes are being accepted for the position of Manager, Construction Services within the Engineering and Transportation Services Department. Reporting to the General Manager/City Engineer, the Manager, Construction Services provides leadership and oversight for the City's linear infrastructure construction program. This role leads a multidisciplinary team responsible for delivering roads, structures, water, wastewater, stormwater, and transportation infrastructure projects that support growth, housing development, and the City's state of good repair objectives.

Key duties and responsibilities

Division Management

  • Responsible for the delivery of the engineering and transportation infrastructure construction program, including all quality control/quality assurance of construction practices and project delivery.
  • Plays a critical role in ensuring the city’s essential and housing-enabling infrastructure, including roads, structures, water, wastewater, and stormwater infrastructure and sustainable transportation assets are kept in a state of good repair within council approved Levels of Service.
  • Manages a team of professional engineers, project managers, project coordinators, and construction support staff.
  • Leads construction support services provided through inspections, surveying, and contract administration for up to 50 capital and site services projects annually including phasing and timing of projects and road closures.
  • Collaborates with, and provides leadership support and technical advice to, the Planning and Growth team to inform planning, design, and setup of the engineering infrastructure construction program.
  • Collaborates with, and provides technical advice to, the corporate asset management team to inform linear reconstruction priorities and lifecycle repair practices.
  • Provides technical guidance and leadership support to divisional staff responsible for the management and administration of engineering infrastructure projects including organizing, constructing, and contract administration to ensure timely contract completion.
  • Liaises and negotiate with consultants, contractors and developers on engineering and related matters relative to contracts, agreements and standards, and maintain continued contact with the industry regarding standards and specifications for municipal infrastructure.
  • Prepares reports and presentations for Council, community representatives and partners.
  • Ensures compliance with all applicable federal and provincial regulations/legislation and City by-laws.
  • Provides engineering technical support to other city departments.
  • Leads and inspires innovation and the adoption of best practices.
  • Builds and maintains positive working relationships with co-workers, other civic employees and the public using principles of good customer service.
