Data Infrastructure Manager Outline India | Delhi/Gurgaon | Full-Time
About Outline India
Outline India is a research and consulting organization specializing in impact evaluation, survey research, and policy analysis. We collect intelligence from the grassroots — running field research and data collection across India and Southeast Asia for government ministries, multilateral organizations, and private sector partners.
Role Overview
We need someone to bring structure to our data. That means auditing what we have, building systems to organize and document it, ensuring it meets quality and compliance standards, and preparing it for external use. You will also manage select institutional relationships where our data assets are being
shared or contributed. The role is primarily operational and technical, with a partnership component.
Key Responsibilities
Data Organization & Governance
- Audit and catalogue existing datasets across projects, geographies, and data types (survey data, field recordings, transcripts, administrative data)
- Design and implement a standardized data taxonomy, metadata schema, and documentation framework
- Establish data quality, anonymization, and consent protocols in line with best practices and applicable regulations
- Build internal systems and workflows that make data findable, accessible, and reusable across teams
- Work hands-on with data — cleaning, formatting, and transforming datasets as needed using Python or SQL
External Data Contributions & Institutional Relationships
- Prepare and structure datasets for contribution to external platforms and institutions
- Manage data sharing agreements, submission processes, and ongoing coordination with partner organizations
- Work with research and field teams to identify what data assets can be responsibly shared
- Liaise with relevant government bodies and public platforms on data-related engagements
Ideal Candidate
- 6+ years of experience in data management, research data infrastructure, or a related technical role — ideally in the development sector, Gov Tech, or a research institution
- Hands-on with data: comfortable cleaning, formatting, and organizing datasets using Python or SQL
- Strong understanding of data governance, metadata standards, licensing, and privacy frameworks in the Indian context
- Experience working with field-collected data (surveys, audio, transcripts) is a strong plus
- Able to manage institutional relationships and navigate government or large- organization bureaucracy
- Excellent written and verbal communication
- Based in Delhi/Gurgaon or willing to relocate; in-office role
Nice to Have
- Familiarity with India's digital public infrastructure ecosystem (e.g., India Stack, MeitY initiatives)
- Experience with multilingual or regional language data
- Familiarity with audio annotation, transcription pipelines, or OCR datasets
