Job Overview
Post leads the Strategy, Policy, and Performance service to ensure effective and efficient delivery of a range of services and functions that support the Council. The role includes strategy and policy development, continuous improvement, performance management, community planning, equalities, and data and insights. As part of the Senior Leadership Team, you will develop the Council's Strategic Business plans and implement key Council objectives as set out in the Council Plan and the East Lothian Plan (East Lothian Partnership's Local Outcome Improvement Plan).
Key Responsibilities- Lead and manage day-to-day operations of Strategy, Policy and Performance and Organisational Development activities.
- Embed a culture of continuous improvement and performance management across the Service and throughout East Lothian Council.
- Lead on the Council s Improvement to Excellence Framework.
- Coordinate the management of the Strategy, Policy, and Performance service to support effective delivery of services across the Council, including Strategy and Policy Development, Continuous Improvement, Performance Management, Community Planning, Equalities, Data and Insights.
- Develop the Council s Strategic Business plans in line with the Council Plan and the East Lothian Plan.
Home or hybrid working will be considered in accordance with East Lothian Council s Home Working and Worksmart Policies. Appointments may discuss home or hybrid options with candidates invited for interview. All home/hybrid workers must live in the UK. A satisfactory trial period applies to home-working arrangements. Induction requires on-site attendance, and hybrid workers will be office-based with ad hoc home-working permission.
JobDetails & Requirements
Salary: £39.03 - £43.97 per hour
Working pattern: Monday – Friday (flexible starting/finishing times)
Start date: To start asap

Qualifications
- Educated to degree level or equivalent and/or equivalent level of knowledge/training/experience required to do the job.
- Continuing Professional Development evidence.
Other requirements
- Driving Licence: A full current driving licence is desirable.
- Level 1 Disclosure Clearance:
This role requires Level 1 Disclosure Clearance to access the Public Sector Network. East Lothian Council (ELC) will submit a Police Act Disclosure application on behalf of the preferred candidate and receipt of the certificate is required prior to commencement. - If you have spent more than 3 months working or living outside the UK in the last 5 years, an overseas criminal record check is required.
