Position Summary  Halifax Water is accepting applications for one Regular, Full‑time Learning & Development Specialist in the People & Culture Department. This non‑union position focuses on facilitating effective training and learning solutions that align with the organization's strategic goals.

Key Responsibilities   Advise leaders and teams on learning strategies aligned with organizational priorities.
Conduct detailed data‑driven training needs analyses using AI and analytics tools across business units in collaboration with subject‑matter experts and project teams to identify and develop effective learning solutions.
Design, develop, and maintain learning solution assets including training materials, manuals, job aids, presentations, microlearning, and eLearning content using instructional design best practices and industry‑leading tools.
Facilitate and deliver instructor‑led training sessions and/or workshops as required.
Evaluate program effectiveness through metrics, feedback, and analytics; recommend and implement improvements.
Provide guidance and coaching to other team members involved in training solutions development and delivery.
Partner with internal and external experts, vendors, and operational teams to deliver high‑impact learning.
Track and report on learning metrics, compliance, and business impact.
Perform other related duties as may be assigned.
Qualifications

Education:

Relevant university degree (e.g., bachelor's in adult education, education, or instructional design). Other equivalent combinations of formal education and related experience may be considered. Education in teaching, coaching, adult education, or instructional design is an asset.

Experience:

Minimum five years designing, developing, and teaching specific technical, application, and training courses to diverse audiences, with a focus on technical compliance and training programs.
Certificates & Licenses   Adult Learning Certificate, Certified Professional Training/Learning Professional, or equivalent.
Valid NS Driver's License and access to reliable transportation on an ongoing basis.
Willingness to undertake and maintain safety training:
First Aid, GHS (formerly WHMIS), and additional safety training as identified based on legislative and operational requirements.
Knowledge, Skills & Abilities   Knowledge of adult learning principles, assessment principles, and L&D approaches.
Ability to track and manage training information, produce metrics reports, and forecast compliance requirements.
Demonstrated knowledge of adult learning principles and assessment strategies.
Demonstrated knowledge of HRIS/HCM systems and Learning Management Systems (LMS).
Dedicated to life‑long learning to maintain currency in professional practice, emerging trends and technologies.
Excellent communication, presentation, motivational, leadership, and interpersonal skills.
Proven ability to develop engaging training materials and programs.
Ability to work within a team environment to accomplish organizational goals.
Highly organized, detail‑oriented, and proactive with a commitment to fostering a culture of security awareness.
Strong computer proficiency with Microsoft Office, eLearning authoring, and LMS tools (Articulate, Word, Excel, PowerPoint, Project, Visio).
Ability to negotiate and collaborate with stakeholders, teams, vendors, and third‑party service providers.
