Reporting to the Manager, Traffic Maintenance, this position is responsible to ensure effective functioning of the Traffic Signal & Street Light Maintenance group. The work generally includes, but is not limited to, providing technical and management direction related to the maintenance of the Municipality’s traffic signal and street lighting systems to support effective system operation. The position also plays a key role in assisting with the establishment of annual capital and operating budgets for Traffic & Parking Management and is responsible for the supervision of approximately 12 unionized technical and support staff.

DUTIES AND RESPONSIBILITIES:

Direct and supervise the work of the Traffic Signal & Street Light Maintenance staff, including assignment and review of work, setting standards of performance, conducting performance evaluations and taking corrective or disciplinary action as required;

Create, monitor and enforce safety processes and protocols for work carried out by staff;

Maintain an organized, inclusive and safe work environment within the Traffic Signal and Street Light Maintenance section;

Ensure compliance with all HRM policies and processes;

Conduct investigations and provide responses to questions and concerns from the general public, Councillors, other agencies and other HRM departments related to the operation of the traffic signal and street light network;

Coordinate the operation and monitoring of the centralized traffic signal system and centralized street light system to ensure all equipment and infrastructure are operating efficiently and functioning as required to support a safe traffic signal and street light network;

Assist with the development of short-range plans for upgrade and expansion of the traffic signal and street light networks;

Assist with the development and administration of capital and operating budgets for the Traffic Signal & Street Light Maintenance section by assessing current asset condition, system capabilities and recommend upgrades;

Assists with the preparation and oversight of unit price maintenance tenders in accordance with HRM’s procurement policy by defining the scope of work, recommending successful contractors, monitoring contractor performance, approving final products and authorizing related payments.

Assist with the administration and monitoring of expenditures for work carried out under capital works projects;

Assist with the creation, update and administration of specifications and design guidelines related to traffic signal and street lighting equipment;

Coordinate and take part in the review of design drawings to provide input and ensure conformance with the Municipality’s requirements and standards related to traffic signal and street lighting systems;

Provide input, guidance and support to various projects related to electrical system requirements and applicable electrical codes;

Ensure inventories of on-street traffic signal and street light equipment are appropriate to support operations and are accurately controlled;

Initiate assessment or data collection activities as required

QUALIFICATIONS:

Education and Experience:
