The Director, Corporate Finance is accountable for providing strategic and technical leadership in the development and execution of Build Nova Scotia's financial management framework to support the organization's mandate and objectives, in alignment with applicable legislation, government policies, and corporate governance requirements.
The Director, Corporate Finance provides expert financial advice, analysis, and recommendations to the executive leadership team and senior management to support informed decision-making across all areas of the organization.
This role provides timely, accurate, and forward-looking financial guidance to enable effective planning, delivery, and oversight of Build Nova Scotia's diverse portfolio of infrastructure, property, marine, and commercial operations.
Qualifications  University degree in Accounting, Finance, Business Administration, or a related discipline.
Chartered Professional Accountant (CPA) designation.
Significant progressive experience in senior financial management roles within a complex, multi-stakeholder organization, preferably within the public sector, a Crown corporation, or a capital-intensive, project-based environment.
Demonstrated experience leading operating and capital budgeting, multi-year financial planning, forecasting, and financial reporting.
Experience applying Public Sector Accounting Standards (PSAB) and Generally Accepted Accounting Principles (GAAP) in a complex organizational context.
Proven experience working with central agencies such as Finance and Treasury Board, Government Accounting, and external auditors.
Experience supporting or advising executive leadership and Boards of Directors on financial strategy, risk, and governance matters.
Experience leading and developing professional finance teams in a deadline-driven environment.
Knowledge & Technical Competencies  Strong knowledge of public sector financial management, government financial policies, and legislative frameworks applicable to Crown corporations.
Advanced understanding of capital project accounting, Tangible Capital Assets (TCA), and alternative delivery or partnership models (e.g., P3s).
Demonstrated ability to design and implement financial frameworks, controls, and reporting structures to support organizational objectives.
High level of financial analysis, problem-solving, and professional judgement.
Leadership & Interpersonal Skills  Demonstrated leadership capability with the ability to influence, challenge constructively, and build credibility with senior leaders and diverse stakeholders.
Strong communication skills, with the ability to translate complex financial information into clear, decision-ready advice.
Proven ability to manage competing priorities, assess risk, and support sound decision-making in a complex and evolving environment.
Responsibilities  Financial Strategy, Budgeting & Planning  Sets the strategic direction for the development of Build Nova Scotia's operating, capital, and revenue budgets in support of the organization's mandate and multi-year business objectives.
Oversees the preparation and submission of annual operating and capital budgets, forecasts, and funding requests, including those requiring approval by Finance and Treasury Board.
Ensures budgets are appropriately structured and expenditures comply with Public Sector Accounting Standards (PSAS/PSAB), Generally Accepted Accounting Principles (GAAP), government accounting requirements, and Tangible Capital Asset (TCA) policies.
Engages with internal stakeholders across all business lines to review, analyze, and validate financial requirements and funding requests.
Enterprise Financial Advisory & Decision Support  Provides expert financial leadership and advice related to the unique, diverse, and complex nature of Build Nova Scotia's portfolio, including infrastructure delivery, property and marine operations, commercial assets, and partnerships. Leads financial research, analysis, and consultation to support executive and senior management decision-making in accordance with applicable legislation, policies, and professional standards (PSAB/GAAP).
Advises on matters such as business cases, funding strategies, contract and commercial arrangements, financial risk exposure, and inter-portfolio budget allocations.
Corporate Policy, Risk & Governance Support  Provides leadership in the development, implementation, and oversight of corporate financial policies, frameworks, and programs. Applies a constructive challenge function with senior leadership to ensure financial sustainability, value for money, and risk-informed decision-making in a resource-constrained environment.
Identifies, evaluates, and mitigates key financial and operational risks, and ensures the Vice President is informed of material financial implications, emerging risks, and mitigation strategies.
