About Our Opportunity
Reporting to the Director, Financial Advisory Services, the Manager will be responsible for providing sound and timely financial advice. The Manager, Financial Advisory Services plays an integral role in a dynamic team that supports the continuing care and mental health and addictions sectors.
Responsibilities include:
managing the complexity of client department's budgets; accurate reporting of departmental expenditures and monthly forecasts; preparing client department year-end financial audit information as part of government's financial results; providing advice and financial analysis on complex issues; evaluating and improving financial processes with a focus on internal controls and risk management; and leading, coaching and mentoring budget and financial staff with respect to performance management, training and development.
You will develop and maintain effective working relationships with senior management in the client departments, departmental managers with financial reporting responsibilities, representatives of Finance and Treasury Board, and the Office of the Auditor General.
Primary Accountabilities
You will provide guidance and direction to a team responsible for budgeting, forecasting, business plans and accountability reporting. You will monitor, evaluate and ensure compliance with Generally Accepted Accounting Principles (GAAP), Public Sector Accounting Board (PSAB), and government accounting policies.
Responsibilities include:
managing client departments’ expenditure, revenue and capital budgets; accurate reporting of departmental expenditures and monthly forecasts; preparing client department year-end financial audit information as part of government’s financial results; providing advice and financial analysis on complex issues; evaluating and improving financial processes with a focus on internal controls and risk management; and leading, coaching and mentoring budget and financial staff with respect to performance management, training and development.
You will develop and maintain effective working relationships with various units outside of the department including the senior management teams of client departments, departmental managers with financial reporting responsibilities, Treasury Board Office, and the Office of the Auditor General.
Qualifications and Experience
This may be the right opportunity for you if you have a bachelor’s degree in Finance, Accounting or Business Administration, along with a professional accounting designation and several years of financial management and staff leadership experience.
As the ideal candidate you have solid experience in budget development and business planning, and financial forecasting; the ability to provide sound strategic financial and budgetary advice to senior members of the Department; experience in audit file preparation, and financial services; effective leadership skills and experience creating and developing a team environment.
You also understand GAAP within the public sector, and are proficient in computer applications including spreadsheets, word processing, and preparing and delivering presentations.
Also required is experience in dealing with complex and sensitive issues in a public forum, excellent interpersonal and communication skills, the ability to manage multiple demands while adhering to strict deadlines, as well as working both independently and collaboratively with all levels of management and staff.
