Part-Time Academic; PUAD Local Government - Winter

The Sessional Instructor will be responsible for a half credit course in the area of Local Government (PUAD 6400) offered to students in the second year of the Master of Public Administration program during the Winter Term (January to April 2027).

This course will be held on Mondays from . The instructor will be responsible for all aspects of the teaching and administration of the class and be available for two hours per week outside class times for student consultations. There may be additional course-related administration following the end of the course.

Course description:
There is a renewed interest in local government resulting from population migration to urban areas, the need to invest heavily in improved and greener infrastructure that can be used to satisfy local service needs, and a trend towards a more inclusive public involvement in urban issues. This course looks at how local governments fit into the public sector framework, how provincial / national legislation empowers and limits them, and their governance and management.

Services offered, and issues faced, by local governments vary with size, population density and with central government legislation. Issues facing local governments, and the central governments who determine municipal responsibilities and revenue sources, are researched, presented and discussed. While the primary focus of the course is on local government in Canada, structures and practices used in other countries to address local government issues will be included.

Qualifications/Requirements of Position

A Masters Degree in public administration or a related field (at time of instruction) and recent or current experience at the executive level within government departments is required. A in the area of Public Administration or Management, and previous university-level teaching at the Master’s level / demonstrated teaching effectiveness at the master’s level, are assets. Preference will also be given to applicants who hold or have recently held positions at the executive level within government departments, particularly to persons with experience in local and municipal government.

Salary Range/Pay Rate

$8,260 per course (In accordance with CUPE Collective Agreement)
