Reporting to the Superintendent SCADA, the Project Manager SCADA & Operational Technology Security (SCADA/OT) analyzes, designs, develops, reviews and manages security for all data, information, network and infrastructure systems across the SCADA & OT landscape and directs the full life cycle of network and application security management. Provides the insight, advice and leadership for development, implementation and execution associated with water and wastewater treatment facilities and outstations as part of the City’s Water and Wastewater Treatment Section.
Develops tender documents, consultant selections, budget preparation, scoping documents and reviews the development and implementation of security policies, procedures and measures to ensure secure and reliable SCADA/OT systems across the City’s water network in compliance with data/privacy laws and regulations.
The Project Manager communicates with staff in operations, maintenance, cyber security, capital delivery, construction, planning and development, as well as contractors and consultants to resolve problems, execute project work and develop policies, procedures and specifications for SCADA/OT systems.
The Project Manager may be assigned to one or more projects as a team member or lead and provides coaching on security process, system reliability and methods to Hamilton water staff.
General Duties- Defines, develops and implements security policies and procedures, including user log-on and authentication rules, security breach escalation procedures, use of firewalls and encryption routines.
- Defines and develops security risk analysis scenarios and response procedures with Hamilton Water Operations, PMATS staff and IT security.
- Defines and implements processes for auditing and addressing non-compliance to SCADA/OT standards and/or network security standards.
- Administers and monitors security profiles, reviews security violation reports, logs and investigates exceptions; maintains and documents security controls.
- Directs configuration and maintenance of anti-virus software, firewalls, intrusion detection systems and other security measures in collaboration with Hamilton Water Operations and IT security teams.
- Approves security patches and assists in deployment.
- Educates staff and business units on security policies and provides consultation on security issues related to systems.
- Develops documentation and provides on-the-job training for security and technology topics.
- Assists in the development, configuration, installation and troubleshooting of industrial network communication systems to ensure security standards are met. The converged SCADA/OT, data and IT network includes servers, switches, routers and field devices.
- Represents security needs of SCADA/OT projects and reviews system designs for risk and non-compliance, recommending methods to address gaps.
- Researches and maintains current knowledge on software viruses and malware; prepares communications to the water user community on new threats and handling procedures.
- Maintains knowledge of data/privacy laws; monitors SCADA/OT for compliance and recommends corrective action with divisions.
- Performs periodic security assessments and analyzes results to provide recommendations.
- Evaluates SCADA/OT security products and leads adoption of those that improve security and productivity.
- May be assigned to initiatives requiring direction from other Hamilton Water Managers or Project Managers.
- May provide on-call support to users and may work extended hours for system maintenance.
- Works in accordance with Health and Safety legislation and City policies.
- Performs other duties as assigned, related to major responsibilities.
