Responsibilities
- Lead the development and implementation of the City’s Water Resources Management and Source Water Protection strategies.
- Serve as the City’s representative for the revitalized Hamilton Harbour Remedial Action Plan.
- Ensure Water Protection Services are implemented in accordance with the Clean Water Act and associated provincial/federal requirements.
- Establish and achieve departmental/divisional goals and objectives, and report on sectional performance against appropriate benchmarks.
- Build and maintain positive relationships with community partners, government agencies, and stakeholders to support watershed governance.
- Plan and oversee the capital implementation strategy for all water resource management related work, following city and provincial guidelines, policies, and regulations.
- Evaluate and report on the team’s financial, administrative, and staff performance, and devise strategies to improve effectiveness and efficiency.
- Develop and present and recommendations on technical reports and project findings to senior management and Council.
- Attend public meetings to present the City’s position on Water Resources Management and act as the main spokesperson on Watershed Action Plan items.
- Respond to media inquiries and serve as a key spokesperson regarding the mandate.
- Develop and foster strong relationships with federal and provincial administrative staff, Conservation Authorities, and local stakeholders such as the Royal Botanical Gardens, BARC, and Environment Hamilton.
- Prepare annual capital and operating budgets for the Section, monitor expenditures, and recommend changes as needed.
- Ensure compliance with federal, provincial, and municipal statutes, by‑laws, and monitor new legislation.
- Work in accordance with applicable Health and Safety legislation and City of Hamilton policies and procedures.
- Perform other duties as assigned that are directly related to the responsibilities of the position.
- Proven knowledge and experience in water, wastewater, and stormwater service delivery, typically acquired through a relevant university degree, diploma in engineering technology, or equivalent work experience.
- Previous management and leadership experience, gained through progressively responsible positions, preferably in a municipal environment.
- Demonstrated knowledge and experience in water resource management and environmental governance.
- Ability to work with a team of multi‑disciplinary management professionals and lead programs, staff teams, and key stakeholder interactions.
- Understanding of municipal infrastructure programming, growth and development processes, and approvals.
- Thorough knowledge of guidelines, statutes, acts, regulations, and by‑laws affecting the department (e.g., Environmental Protection Act, Planning Act, Safe Drinking Water Act, Sustainable Water and Sewage Systems Act, Ontario Water Resources Act, Clean Water Act).
- Demonstrated ability to engage staff in a progressive leadership style within a union environment.
- Strong leadership skills, including the ability to challenge, inspire, and promote innovative approaches to problem resolution.
- Experience with water, wastewater, and stormwater infrastructure and technologies as they relate to municipal services.
- Ability to work independently, confidentially, and make sound judgments based on research and fieldwork.
- Consulting skills, including analysis, planning, implementation, project management, budgeting, forecasting, and reconciliation.
- Excellent organizational skills and the ability to work with tight deadlines and competing priorities.
- Excellent verbal, written, presentation, interpersonal, and organizational communication skills.
- Ability to deal effectively with elected officials, government representatives, peers, staff, and the general public.
- Above‑average analytical and problem‑solving skills.
- Knowledge of business software applications such as People Soft, PowerPoint, Excel, Word, Outlook, Visio, Access, and Geo Media.

Hours:
35 hours per week
