- Administer the processing of the Vacant Unit Tax Program under the general direction of the Supervisor, Vacant Unit Tax.
- Liaise with the Taxation Division in billing preparation.
- Administer business applications related to the Vacant Unit Tax program and handle confidential financial information.
- Identify properties eligible for the Vacant Unit Tax and ensure they are billed appropriately with the Taxation section.
- Receive and answer inquiries from staff, the public, government agencies, tax consultants and lawyers.
- Provide support, information and advice to customers and staff on complicated tax accounts.
- Complete tasks and handle inquiries related to declarations of the Vacant Unit Tax.
- Analyze and resolve concerns and inquiries from property owners and applicants and coordinate discussions to reach a resolution.
- Review complaints and appeals submitted by taxpayers, ensuring they meet criteria and include adequate documentation.
- Assist in evaluating the program administration and complaint process, and provide guidance for improvements.
- Monitor and track financial impacts, preparing statistical analysis and reports.
- Assist in preparing accurate, timely strategic reports, presentations and materials for senior management and Council.
- Calculate adjustments for complaint applications or assessment appeals, ensuring timely completion of penalties, interest, refunds, etc.
- Review and report on legislative changes and their impact on program administration.
- Prepare By‑Laws related to the program for Council approval.
- Prepare and/or coordinate communication material related to the program.
- Maintain knowledge of relevant assessment and property tax legislation and liaise with provincial staff and other municipalities.
- Work in accordance with health and safety legislation and city policies.
- Perform other duties directly related to responsibilities.
- Demonstrated knowledge of business accounting gained by attaining a community college diploma in business, accounting, business administration, or an equivalent combination of education and experience.
- Thorough working knowledge and experience with application and interpretation of Property Tax & Assessment Legislation and Municipal By‑laws, including Municipal Act appeals and rebate programs.
- Experience and proficiency in a computerized environment with working knowledge of Word, Excel and database software; ability to input data at an acceptable speed and manipulate data within Excel spreadsheets.
- Knowledge and experience with a property tax billing system and an accounting software system is preferred; ability to calculate property tax adjustments is an asset.
- Strong customer service, interpersonal, consultative, problem‑solving and analytical skills.
- Ability to deal courteously and effectively with the public, staff, other governments and elected officials in potentially contentious situations, and handle complaints.
- Strong organizational skills and ability to multi‑task to meet legislative deadlines with minimal supervision.
- Excellent written and verbal communication skills.
This position may be re‑evaluated within six months of the filling of the position.
