Reporting to the Chief Facilities Management & Biomedical Engineering Officer, the Facility Contract and Project Manager serves as SJHH’s designated representative for the administration and oversight of the West 5th Campus DBFM Project Agreement and leads assigned facility renovation, infrastructure, and space-related projects. The position monitors and reports on the performance of facilities management services delivered by Project Co and its FM Service Provider, ensuring that performance standards, environmental conditions, reporting obligations, and service requirements are met in accordance with the Project Agreement and Facilities Management Output Specifications.
The position acts as the key liaison among Project Co, the FM Service Provider, hospital leadership, clinical programs, and internal stakeholders concerning building and equipment maintenance, service interruptions, facility incidents, small works, and variations. The position also provides hands‑on project management throughout the planning, design, procurement, construction, commissioning, and closeout of assigned renovation and infrastructure projects. The incumbent is accountable for the cost-effective and timely delivery of multiple concurrent projects within clinical, research, non‑clinical, and building‑support environments at the West 5th Campus.
- 3 year Community College Diploma in Facility Maintenance, Contract Administration, Architectural/Building Technology or Engineering Technologist required.
- Undergraduate Degree in P. Eng, Mechanical or Electrical preferred.
- PMP or equivalent certification or FMP designation preferred.
- 5-7 years experience in similar or related roles, with work in a P3 environment being essential.
- Experience in healthcare or 1-2 years of relevant on-the-job training.
- Proven knowledge of building technical codes and standards applicable to healthcare environments.
- Familiarity with design development and contract documents, project cost estimation, schedules, contract structure, and other aspects of project planning and implementation.
- Direct hands‑on project experience during the construction phase, along with technical expertise in architectural, mechanical, and electrical aspects of projects.
- Prior experience in contract administration or construction management, particularly as an owner’s representative, is preferred.
- Excellent written and verbal communication skills.
- Excellent conflict resolution, diplomatic and negotiation skills.
- Analytically capable to study and improve process and initiate change.
- Expert knowledge of Infrastructure Ontario AFP specifically DBFM Project Agreement model.
- Knowledgeable in building systems and facility operations.
- Design and construction experience in a healthcare environment.
- Ability to critically review construction cost estimate/pricing.
- Ability to generate order of magnitude construction cost estimates for SJHH stakeholders and decision making.
- Solid Project Management execution experience.
- General proficiency in MS office suite of programs.
- Demonstrated ability to read and interpret construction contract documents including drawings, specifications and shop drawings
