Contract Specialist
The Contracts Specialist will provide a full range of contracting services such as pre‑award, cost and pricing, contract award, and post‑award services. The role also assists contracting officers in developing solutions, recommendations, processes, and specialized instruments such as grants, task orders, cooperative agreements, and other transactions.
Base Pay Range$70,000.00/yr - $73,000.00/yr
- As required by our governmental client, this position requires an active Public Trust clearance or the ability to obtain and maintain an active Public Trust clearance to qualify.
- A government contract requires that this position be restricted to U.S. citizens. You must provide documentation that you are a U.S. citizen to qualify.
- Estimated Starting Salary Range for Contract Specialist
: $70,000- $73,000 - Pay commensurate with experience.

Contracts Specialist
Responsibilities Include:
- Provide support for both the F‑22 FTU Beddown and all other 633d CONS requirements/projects as appropriate leadership and mission dictates/requires, including Langley AFB and Fort Eustis projects.
- Provide Contract Management Support to satisfy the contracting objectives of Joint Base Langley‑Eustis, utilizing standard procurement methods outlined in the FAR, FAR supplements for the DOD, the USAF supplements, and local policy.
- Duties include but are not limited to Mentorship & Training, Contract Review Committee, Contract Management Support, and miscellaneous additional duties.
- MENTORSHIP & TRAINING:
Communicate with civilian and military personnel to professionally provide business advice and guidance on contracting work and prepare correspondence and training as required. - CONTRACT REVIEW COMMITTEE:
Review solicitation, contract award or modification for contractual sufficiency, ensuring all supporting documentation complies with the FAR and related supplements, including AFICC Mandatory Procedures and 633 CONS policy. - CONTRACT MANAGEMENT SUPPORT:
Tasks include pre‑award guidance and technical assistance, award support using SPS and AMS, and post‑award administration such as invoice review, modification preparation, performance monitoring, site visits, negotiation memoranda, and contract closeout. - Pre‑Award – Provide guidance on planning, specifications, performance statements, acquisition planning, synopsis, solicitation preparation, market research, contract type recommendation, solicitation issuance, pre‑solicitation conferences, pre‑award conferences, site visits, negotiation strategy development, and support document preparation.
- Award – Utilize SPS and AMS (CON‑IT, KTFS) to select terms and conditions, prepare abstracts, verify SAM, document decisions, assist in negotiations, and secure regulatory clearances.
- Post‑Award – Perform contract administration, maintain files, review invoices, prepare modifications, monitor performance, conduct site visits and labor checks, draft negotiation memoranda, track expenditures, recommend cure/show‑cause notices, evaluate past performance, document the award process, conduct closeout, brief the CO, and handle protests and inquiries.
- Perform other job‑related duties as assigned.
Contracts Specialist Experience, Education, Skills, Abilities requested:
- Completed BA/BS or MA/MS degree from an accredited college or university.
- Minimum of eight (8) years of experience in pre‑award, award, and post‑award contracting functions.
- DAWIA or FAC‑C Certification required.
- Utilization of Microsoft Office (Excel, Word, PowerPoint).
- Utilization of procurement software including CON‑IT, KTFS, Wide Area Work Flow (IRAPT/PIEE), and internet tools.
- Strong written and verbal communication skills.
- Working knowledge of contract management practices.
- Working knowledge of Quality Assurance and Quality Control principles.
- Working knowledge of FAR and related codes/guidelines.
- United States citizen with a clear background for government security investigation and the ability to obtain a clearance or CAC.
- Must pass pre‑employment qualifications of Cherokee Federal.
